Scrutiny Review Topic Selection 2016/2017

To consider a report of the Democratic Services Manager.

 

The report details proposals for the selection of Scrutiny Review topics by Scrutiny Committees to be carried out during the 2016/17 municipal year.

 

At the previous meeting the Scrutiny Committee identified the ‘Licensing of Private Landlords’ as a potential topic for further consideration.

 

In addition, the Environment & Economy Scrutiny Committee gave provisional agreement to undertaking a Scrutiny Review on 'A Refresh on the previous Mills Strategy 2005', but requested that this scrutiny committee give consideration to undertaking this as a joint review.

 

The Scrutiny Committee is invited to consider the selection of Scrutiny Review topics to be carried out during the 2015/16 municipal year.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) setting out the process for the selection of Scrutiny Review topics by Scrutiny Committees to be carried out during the 2016/17 municipal year.

 

It was reported that at the previous meeting of the Scrutiny Committee it had been suggested that the ‘Licensing of Private Landlords’ be selected as a potential topic for further consideration.

 

In addition, the Environment & Economy Scrutiny Committee had given provisional agreement to undertaking a Scrutiny Review on 'A Refresh on the previous Mills Strategy 2005', and had requested that this scrutiny committee give consideration to undertaking this as a joint review.

 

RESOLVED – (1) That approval be given to the selection of a joint review with the Environment & Economy Scrutiny Committee in relation to 'A Refresh on the previous Mills Strategy 2005' for inclusion in the 2016/17 Scrutiny Work Programme and that Councillor Chris Murphy be nominated to sit on the proposed scrutiny review panel.

 

(2) That a review in respect of the ‘Licensing of Private Landlords’ be selected by this Scrutiny Committee for inclusion in the 2016/17 Scrutiny Work Programme and that Councillors Geoff Abell, Tom Grundy, Julian Lewis-Booth and Chris Murphy be nominated to sit on the proposed scrutiny review panel.

To consider a report of the Democratic Services Manager.

 

The report outlines the process agreed by the Scrutiny Co-ordination Committee for the selection of Scrutiny Review topics for 2016/2017.

 

At the previous meeting the Scrutiny Committee identified the following topics for further consideration:-

 

·         Community Pharmacy provision – integration and maximisation

·         Reaching ‘Hard to reach’ Groups

·         Veteran and Armed Services health needs

·         Tackling Health Inequalities

·         Employer engagement and workforce health

·         Diabetes

 

The Scrutiny Committee is invited to select a topic from the shortlist for inclusion in the 2016/17 Scrutiny Work Programme.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) inviting the Scrutiny Committee to consider the process for the identification of suitable Scrutiny Review topics and to suggest topics for inclusions within the Scrutiny Work Programme. The report had been considered at the last meeting on 28 June 2016 at which the Scrutiny Committee had made a number of suggestion and requested feedback from officers and partners on the feasibility and timeliness of the topics proposed.

 

RESOLVED – That the Council Meeting be recommended to include ‘Community Pharmacies’ within the 2016/17 Scrutiny Review Programme.

RESOLVED –  (1) That provisional approval be given to undertaking a Scrutiny Review on “A Refresh on the previous Mills Strategy 2005’ and that the Adult Care Services and Housing Scrutiny Committee be requested to consider whether it would wish to undertake a joint review with this Scrutiny Committee on this topic.

 

(2) That the issue be considered further at the next meeting of the Scrutiny Committee.

The report outlines a suggested process for the selection of Scrutiny Review topics for 2016/2017.

 

The Scrutiny Committee are invited to consider and comment on the report with a view to selecting a review topic and nominating Councillors to sit on the Review Panel at the August meeting. The Scrutiny Review Programme will be submitted to the Council Meeting in September for approval.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Scrutiny Committee to consider the selection of a scrutiny review topic to be carried out during the 2016/2017 municipal year.

 

RESOLVED – That “Improving Children’s Mental Health” be selected as the scrutiny review topic for the 2016/2017 municipal year that the Councillors be requested to confirm at the next meeting if they wish to participate in the review.

The Scrutiny Co-ordination Committee at its meeting on 13 June 2016, agreed that the report be noted and it be circulated to all Scrutiny Committees for consideration.

 

The Scrutiny Committee is invited to consider the selection of Scrutiny Review topics to be carried out during the 2016/17 municipal year.

RESOLVED – (1) That a Review be undertaken into “The Council’s Approach to Consultation”

 

(2) That the following members be appointed to the Review Panel:

(3) That following the conclusion of the above Review and should there be sufficient time, a further Scrutiny Review be undertaken in relation to Business rate and rent collection from industrial and commercial premises owned by the Council.

It was noted that the report would also be submitted to the next meeting of the Scrutiny Committee on 1 August 2016.

 

It was commented that the Scrutiny Committee may wish to consider undertaking a scrutiny review in respect of the regulation and selective licensing of private sector landlords.
