To consider a report of the Chief Executive.
The Stockport Town Centre Access Plan (TCAP) is a package of
measures which aims to transform the accessibility and connectivity
to and around Stockport town centre. The plan considers access by
all modes of travel and specifically aims to ease congestion for
buses and general road traffic and encourage walking and cycling.
TCAP is funded as part of the Greater Manchester Growth Deal.
TCAP is part of the Investing in Growth component of Stockport
Council’s Investing in Stockport Programme. Investing in
Growth will see a range of ambitious projects launched across
Stockport, aimed at ensuring your town continues to grow and meet
the needs of modern day life.
The purpose of this scheme is to provide pedestrian and cyclist
improvements, improve the perceived safety issues at the subway
system and inner roundabout island and to formalise this as a cycle
route connecting the Town Centre Access Package ‘TCAP’
scheme 903 Lancashire Hill shared-use pedestrian/ cyclist path
scheme (Penny Lane to the Town Centre) to provide a cycle link to
the Trans Pennine Trail ‘TPT’ at Tiviot Dale. In
addition, this scheme will compliment TCAP scheme 906 (Belmont
Way-A6 to Lancashire Hill cycle scheme).
The scheme includes the introduction of a CCTV system, the cutting
back/ removal of vegetation/ trees and drainage, lighting, signing
improvements.
The Area Committee are invited to consider and comment on the report.

A representative of the Chief Executive submitted a report (copies of which had been circulated) providing the Area Committee with an opportunity to comment on proposed traffic regulation orders associated with the scheme prior to consideration by the Executive.
RESOLVED – That the Executive Councillor (Supporting Places) be recommended to approve the implementation of the proposed scheme and associated traffic regulation orders as detailed in schedules 1 and 2 of the report.
