The report provides the Area Committee with information about a nomination received in response to a Community Right to Bid with regard to the Highgrove Hotel, Silverdale Road, Gatley.
The Area Committee is requested to make a formal decision on the nomination and whether under the terms of the Community Right to Bid it is an asset of community value or not, and the rationale for reaching that decision.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated which provided Members with information about the nomination that the Council had received in response to the Community Right to Bid from the ‘Friends of the High Grove’ to list the High Grove Hotel, Silverdale Road, Gatley as an asset of community value.
The Community Right to Bid was one of the community rights derived from the Localism Act 2012. The Right provided for voluntary and community organisations with a local connection to nominate an asset (land and buildings) for inclusion on a list of community assets. Should a listed asset come up for sale, voluntary and community organisations would have a chance to delay a sale by up to six months in order to prepare a bid to buy the asset.
The Area Committee considered the information provided in the report, together with comments from the Area Manager for Hydes Brewery and observations from Hydes Brewery on specific points contained in the application form. An e petition to list the site as an Asset of Community Value signed by 414 people and a petition to keep the High Grove as a public house signed by 72 people had been submitted earlier in the meeting.
RESOLVED - (Seven for) That the High Grove Hotel, Silverdale Road, Gatley (‘the Asset’) be listed as an Asset of Community Value as the Asset’s main use (i.e. not ancillary) had recently been or is presently used to further the social wellbeing or social interests of the local community and could reasonably do so in the future i.e. within the next five years.
