To consider a report of the Executive Councillor (Communities & Sustainability)

The report sets out a proposal for a joint highway coring arrangement between Salford City Council and Stockport Council. Under the New Roads and Street Works Act (NRSWA), and in line with the ‘Code of Practice for Inspections’ Highway Authorities are able to inspect completed road works and if they deem necessary, take a core sample for testing.  Coring provides evidence that a reinstatement of the highway by an undertaker is to the quality required and in accordance with legislation. Coring is also a valuable tool available to Highway Authorities to drive a positive change in the quality of reinstatements and therefore, support objectives regarding maintaining the condition of the highway network.

If the core sample fails to meet the minimum standard of material type, construction depth, skid resistance, air voids etc. the Highway Authority is able to charge all reasonable costs (inspection, administration, core laboratory work etc.) and for further inspections associated with remedial works. Benchmarking across the North West region has identified failure rates in some Authorities of up to 70% of cores taken.

The Executive is asked to:

•   Approve a joint highway coring arrangement between Salford City Council and Stockport MBC.

•   Agree to delegate the functions set out in section 4.0 above (table of delegated functions) to Salford CC.

•   Delegate to the Corporate Director (Place Management & Regeneration) in consultation with the Executive Councillor (Communities & Sustainability) the authority to approve the arrangements on such terms and conditions he considers appropriate and to take any further action required to deliver the coring work, including entering into an Operating Agreement with Salford CC.

•   Delegate to the Corporate Director (Place Management & Regeneration) in consultation with the Executive Councillor (Communities & Sustainability) the authority to determine the success of the trial and extend the arrangement for up to 2 years.

The Executive Councillor (Communities & Sustainability) submitted a report (copies of which had been circulated) inviting the Executive to consider a proposal for the Council to enter into an arrangement with Salford City Council to undertaken highway coring activities on Stockport Council’s behalf. Coring would provide evidence of the quality of highway restatement work done by other statutory undertakers. Salford City Council had a track record of undertaking this work.

RESOLVED – That

·         approval be given to a joint highway coring arrangement between Salford City Council and Stockport Council;

·         agreement be given to delegate the functions set out in section 4.0 of the report (table of delegated functions) to Salford City Council;

·         the Corporate Director (Place Management & Regeneration) in consultation with the Executive Councillor (Communities & Sustainability) be authorised to approve the joint coring arrangements on such terms and conditions he considers appropriate and to take any further action required to deliver the coring work, including entering into an Operating Agreement with Salford City Council;

·         the Corporate Director (Place Management & Regeneration) in consultation with the Executive Councillor (Communities & Sustainability) be authorised to determine the success of the trial and extend the arrangement for up to 2 years.

The Scrutiny Committee is recommended to comment on the proposed arrangement, prior to the final decision being taken by the Executive at its meeting on 10 February 2015.

The report would be considered by the Executive at its meeting on 10 February 2015. The Executive would be invited to authorise the Corporate Director (Place Management and Regeneration,) in consultation with the Executive Councillor (Communities and Sustainability), to determine the success of the trial and extend the arrangement for up to two years.

The Executive Councillor (Communities and Sustainability) (Councillor Martin Candler) attended the meeting to respond to Members’ questions.

RESOLVED – That the Executive be advised that this Scrutiny Committee supports the proposed joint highway coring arrangement between Salford City Council and this Council.
