To consider a report of the Deputy Chief Executive.

A report (copies of which had been circulated) of the Deputy Chief Executive was submitted outlining the development of work programmes for scrutiny committees in 2014/15 to ensure that scrutiny worked alongside and supported the decision making process and could fully contribute to the policy review and policy development facets of scrutiny. The report provided details of a proposed programme of reviews to be carried out by Scrutiny Committees in 2014/15.

RESOLVED – That approval be given to the Scrutiny Review Work Programme for 2014/15.

The report sets out the process for the selection of Scrutiny Review topics by Scrutiny Committees to be carried out during the 2014/15 municipal year.

Consideration of the topic selection was deferred from the last meeting.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Scrutiny Committee to consider the process for the selection of Scrutiny Review topics to be carried out during the 2014/15 Municipal Year. He reported that the Corporate, Resource Management and Governance Scrutiny Committee, at its meeting held on 16 September 2014, had invited this Scrutiny Committee to consider undertaking a Joint Review in relation to ‘Understanding the digital divide in the Borough’.

RESOLVED – (1) That the Scrutiny Committee agrees to undertake a Joint Scrutiny Review with the Corporate, Resource Management and Governance Scrutiny Committee in relation to ‘Understanding the digital divide in the Borough’:

(2) That the following members of this Scrutiny Committee be appointed to the Review Panel:-

Councillor David Sedgwick

(3) That the Democratic Services Manager be requested to ask Councillors Richard Coaton and Hazel Lees, who were absent from this meeting, whether or not they wished to serve on the Panel.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Committee to consider the process for the selection of Scrutiny Review topics and to select a topic for a review to be carried out during the 2014/2015 municipal year.

Councillors discussed the possibility of undertaking a review of Pupil Premium, including best practice and how the resource can be used to the greatest benefit. However, it was reported that significant work had been undertaken in this area nationally.

RESOLEVED – (1) That the Scrutiny Co-ordination Committee be informed that this Scrutiny Committee would wish to undertake a review on the development of partnerships to support integrated preventative services

and that this be included in the Scrutiny Work Programme for 2013/14.

(2) That the following Councillors be nominated to participate in the review:-

RESOLVED – (1) That a review of ‘accessibility of housing for young people in the borough’ be selected by this Scrutiny Committee for inclusion in the 2014/15 Scrutiny Work Programme.

(2) That Councillors Sheila Bailey, Stuart Bodsworth, Oliver Johnstone and Mags Kirkham be nominated to sit on the proposed scrutiny review panel.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Scrutiny Committee to consider the process for the selection of Scrutiny Review topics to be carried out during the 2014/15 municipal year.

The Deputy Director of Public Health submitted a report (copies of which had been circulated) setting out a proposed scope for a possible review of alcohol misuse treatment services that would complement work needed to refocus the commissioning of services to support those recovering from alcohol misuse. This was timely because of the changing profile of those with alcohol dependency and to give greater focus to prevention and recovery.

The Deputy Director also highlighted the participation of local alcohol misuse treatment service users in a Recovery Walk in Manchester on the weekend of 13/14 September 2014.

RESOLVED – (1) That the Scrutiny Co-ordination Committee be informed that this Scrutiny Committee would wish to undertake a review of alcohol treatment and alcohol misuse prevention services and that this be included in the Scrutiny Work Programme for 2013/14.

(2) That the Scrutiny Committee welcome the involvement of Stockport alcohol treatment service users in the Recovery Walk taking place in Manchester City Centre on 13 September 2014.

(2) That Scrutiny Committees be invited to consider potential topics for Review for consideration at the Council Meetings on 11 September or 16 October 2014.
