The report provides a detailed overview of performance which relates to this Scrutiny Committee. The information is provided in the form of the Quarter 4 2012/13 Portfolio Performance and Resources Reports for each of the Economic Development and Regeneration, Public Realm and Sustainable Future Portfolios.

 

The Scrutiny Committee is recommended to:-

 

·         Review the current levels of performance;

·         Highlight key areas of, and responsibility for, taking forward corrective action to address any existing or forecast performance issues; and

·         Identify how areas of strong performance and good practice can be shared in other services.

The Service Director (Place Management) submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing a detailed overview of performance which related to this Scrutiny Committee. The information was provided in the form of the Quarter 4 2012/13 Portfolio Performance and Resources Reports for the Economic Development and Regeneration Portfolios and the former Public Realm and Sustainable Future Portfolios.

 

The Executive Councillor (Communities and Sustainability) (Councillor Stuart Bodsworth) and Executive Councillor (Economic Development and Regeneration) (Councillor Iain Roberts) attended the meeting to respond to Members’ questions.

 

  • A Member drew attention to the fact that of the 992 people who had accessed employability services in Neighbourhood Management areas, only 129 had moved into employment,
  • The current situation with regard to the Bridgefield development.
  • The development of the Town Team for Marple.
  • The reduction in the number of visitors to Stockport’s museums and the recent refurbishment of the Hat Works and Air Raid Shelters. The Council was examining the best way to market its cultural attractions.
  • The current situation with regard to the development of Offerton Precinct.
  • In the light of the fact that the report indicated that Heaton Moor local centre had no vacancies in premises, Members requested a report to a future meeting of the Committee on the differences between all the district and local centres with regard to the number of premises which were occupied and the lessons that could be learnt from the Heaton Moor local centre.
  • The former Executive Councillor (Public Realm) (Councillor Kevin Hogg) expressed his thanks to the staff working for services in the portfolio for the standard of work carried out in 2012/13.

 

RESOLVED – (1) That the report be noted.

 

(2)  That a report be submitted to a future meeting of the Committee on the differences between all the district and local centres with regard to the number of premises which are occupied and the lessons that can be learnt from the Heaton Moor local centre.

To consider reports of the Executive Councillors Children & Young People and Lifelong Learning & Achievement.

 

The report sets out performance for the final quarter and year end 2012/13 against the performance measures included in the Health & Wellbeing Individual Portfolio Agreement.

 

The Scrutiny Committee is invited to comment on the report.

The Executive Councillors (Children and Young People) and (Lifelong Learning & Achievement) submitted a report (copies of which had been circulated) setting out performance in the final quarter and year end 2012/2013 against the performance measures included in their portfolio agreements.

 

The following comments were made/issues raised:-

 

·         In respect to page 115 of the report it was noted that St Elizabeth’s RC expansion should read ‘St Elizabeth’s CE expansion.’

·         Councillors requested a report to a future meeting explaining the reasons for the increase in numbers of children on child protection plans.

 

RESOLVED – That the report be noted and a further report be submitted to a future meeting explaining the reasons for the increase in numbers of children on child protection plans.

This report provides an overview of progress towards achieving the Council’s priorities and budget during 2012/13, including year-end outturn financial and performance data. It is supported by ten Portfolio Performance and Resource Reports, which are published as background papers to this report.

 

The revenue budget is reporting a surplus of just over £3m, with reserves and balances standing at £73.081m. Progress in delivering the £67m capital programme is also reported.

 

Two thirds of priority measures improved or maintained performance this year, with 70% forecast to meet or exceed targets.

 

The report had been approved by the Executive at its meeting on 11 June 2013.

 

The Scrutiny Committee is asked to;

 

·         Consider the Annual Corporate Performance and Resources report. 

·         Review the out-turn performance and budgets for 2012/13, and progress in delivering corporate priorities.

The Executive Leader and Portfolio holder for Policy, Reform & Finance (Councillor Sue Derbyshire) and the Deputy Executive Leader and Portfolio holder for Corporate, Customer and Community Services (Councillor Mark Weldon) attended the meeting to answer member’s questions.

 

It was reported that report had been approved by the Executive at its meeting on 11 June 2013.

 

The following comments were made/ issues raised:-

 

·         The challenge of managing the reduction in staff whilst retaining the capacity and skills needed to maintain services and the approach being taken by the Council with regard to voluntary redundancy.

·         The improved recording of sickness absence.

·         The latest out-turn performance data showed that 67% of priority measures across then portfolios had improved or maintained performance over the year compared to a target of 75%

·         Officers were analysing the amount the Local Enterprise Partnership would receive from the ‘Single Growth Fund’.

This report provides an overview of progress towards achieving the Council’s priorities and budget during 2012/13, including year-end outturn financial and performance data. It is supported by ten Portfolio Performance and Resource Reports, which are published as background papers to this report. These will be considered at the next cycle of Scrutiny Committee meetings.  

 

The revenue budget is reporting a surplus of just over £3m, with reserves and balances standing at £73.081m. Progress in delivering the £67m capital programme is also reported.

The Executive is asked to;

 

·         Review progress against delivering Council Plan priorities, portfolio outcomes and capital schemes alongside budget out-turns contained within the report;

·         Approve the virements to the Revenue Budget set out in section 2.2.2;

·         Note the cash limit and non-cash limit outturn positions for 2012/13 as set out in sections 2.3, 2.5 and 2.6;

·         Note the Retained Schools Budget and Housing Revenue Account forecast outturn positions as set out in sections 2.7 and 2.8;

·         Approve the contributions to/from earmarked reserves and balances as set out in section 2.9 and note the resulting year end reserves and balances positions;

·         Note the outturn position for the 2012/13 Capital Programme as set out in section 3.1;

·         Approve the changes to the Capital Programme as set out in paragraph 3.1.7;

·         Approve the resourcing of the Capital Programme as set out in section 3.4;

·         Identify key areas for further investigation and responsibility for taking forward corrective action to address any existing or forecast issues or risks.
