To consider a report of the Cabinet Member for Health & Adult Social Care.
The report provides details a draft Learning Disability strategy 2025 to 2030 for approval which aims to promote the health, wellbeing and independence of people with learning disabilities. It sets out our strategic priorities to help people with learning disabilities to have happier, healthier and more independent lives.
The Cabinet is recommended to approve and adopt the Strategy.

The Cabinet Member for Health & Adult Social Care (Councillor Keith Holloway) submitted a report (copies of which had been circulated) providing details of a draft Learning Disability strategy 2025 to 2030 for approval which aimed to promote the health, wellbeing and independence of people with learning disabilities.
It also set out the Council’s strategic priorities to help people with learning disabilities to have happier, healthier and more independent lives.
RESOLVED – That the Learning Disability Strategy be approved and adopted.

The report provides details relating to the strategy which has been co-produced with partners and represents a five strategy to promote the health, wellbeing and independence of people with learning disabilities within the borough and give people choice and control over their own lives.

A representative of the Director for Adult Social Care submitted a report (copies of which had been circulated) relating to the strategy which had been co-produced with partners and represented five strategies to promote the health, wellbeing and independence of people with learning disabilities within the borough and give people choice and control over their own lives.
The following comments were made/issues raised:
· The Board welcomed the accessibility of the easy-to-read version of the strategy.
· Clarification was sought regarding the insights through the strategy and whether it would affect the way the Council would commission services. It was confirmed that this would be the case, and there would be a focus on how any changes with social care services would impact those with learning disabilities.
The Board thanked those involved in the production of the report and the easy-to-read version.
RESOLVED – That the report be noted.

The Director of Adult Social Care submitted a report (copies of which had been circulated) providing details relating to the strategy which had been co-produced with partners and represented five strategies to promote the health, wellbeing and independence of people with learning disabilities within the borough and give people choice and control over their own lives.
The Cabinet Member for Health & Adult Social Care (Councillor Keith Holloway) attended the meeting to respond to questions from the Scrutiny Committee.
James Duckett (Co-Chairman Learning Disability Partnership Board) was invited to address the Committee on the lived experiences with learning disabilities.
The following comments were made/issues raised:-
· Members welcomed the ‘easy to read’ version of the strategy and how clear and accessible it was to read.
· Clarification was sought regarding the next steps of the strategy. It was noted that a 12 month action plan would be produced as there would be ongoing challenges for the Council and its partners in helping to provide appropriate support to those with learning disabilities across a number of areas.
· It was commented that with the Local Plan in development, how would Adult Social Care help to influence the plan for appropriate housing. It was highlighted that work was being undertaken with housing providers and Council officers to provide appropriate housing through the demographic data available.
· There was a suggestion for collaboration with the procurement team’s Environmental, Social and Governance (ESG) system to help provide employment opportunities for those with learning disabilities when procuring for services.
