The Cabinet Member for Finance & Resources (Councillor Jilly Julian) submitted a report (copies of which had been circulated) detailing proposals to make a number of amendments to the Constitution, including amendments to the Officer Scheme of delegations within the Officer Functions section of the Scheme of Delegation to realign some functions due to recent changes in roles and post holders; an amendment to the Individual Cabinet Member Functions; various amendments to the Proper Officer Appointments to reflect changes in job titles; and some typographical amendments to the Confidential Reporting (Whistleblowing) Policy.

 

RESOLVED – That approval be given to the proposed amendments to the Constitution as detailed in the report.

The report sets out various suggested amendments to the Constitution, mainly relating to the amendments to the Officer Scheme of delegations within the Officer Functions section of the Scheme of Delegation to realign some functions due to recent changes in roles and post holders.  There is also one amendment to the Individual Cabinet Member Functions, various amendments to the Proper Officer Appointments to reflect changes in job titles and some typographical amendments to the Confidential Reporting (Whistleblowing) Policy.

 

The Cabinet is requested to recommend that the Council Meeting gives approval to the proposed amendments to the constitution.

The report sets out various suggested amendments to the Constitution, mainly relating to the amendments to the Officer Scheme of delegations within the Officer Functions section of the Scheme of Delegation to realign some functions due to recent changes in roles and post holders.

 

The Scrutiny Committee is recommended to note and comment upon the report.

The Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) setting out various suggested amendments to the Constitution, mainly relating to the amendments to the Officer Scheme of delegations within the Officer Functions section of the Scheme of Delegation to realign some functions due to recent changes in roles and post holders.

 

The Cabinet Member for Finance & Resources (Councillor Jilly Julian) attended the meeting to respond to councillor’s questions.

 

It was noted that communications would be made to all council staff on the changes to the whistleblowing procedure.

 

RESOLVED – That the report be noted.
