Scrutiny Review Topic Selection 2024/25

To consider a report of the Assistant Director (Legal & Democratic Governance).

 

This report outlines the Scrutiny Review process, provides a framework within which they should be undertaken and will support Scrutiny Committee Members with the selection of Scrutiny Review topics for the 2024/25 municipal year.

 

The Scrutiny Committee is recommended to:-

 

(1) consider the selection of a Scrutiny Review topic to be carried out during the 2024/25 municipal year.

 

(2) nominate members to sit on the proposed Scrutiny Review Panel.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) outlining the scrutiny review process and providing a framework within which they should be undertaken to support members with the selection of scrutiny review topics for the 2024/25 municipal year.

 

In addition to the continuation of last year’s review, members suggested a further review be undertaken relating to district centres from a more strategic perspective. It was suggested that the two previous reviews undertaken relating to district centres be assessed to ensure no repetition in scope; members would confirm the topic selection via email in due course.  

 

RESOLVED – (1) That the review ‘The Accountability of Social Housing Providers to the Council and Residents of Stockport’ be continued for the 2024/25 municipal year, and that the following members be appointed to the Scrutiny Review Panel:

 

Councillors Dena Ryness (Chair), David Meller, Claire Vibert and Ian Powney.

 

(2) That a further review relating to district centres be undertaken for the 2024/25 municipal year (detail to be confirmed), and that the following members be appointed to the Scrutiny Review Panel:

 

Councillors James Frizzell (Chair), Ian Hunter, Jake Austin, Michaela Miekle and Dena Ryness.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) inviting the Scrutiny Committee to choose a Scrutiny Review topic for inclusion in the 2024/25 scrutiny work programme.

 

RESOLVED – (1) That the Council Meeting be recommended to include ‘Understanding the inequalities of health outcomes across the borough’ within the 2024/25 Scrutiny Work Programme.

 

(2) That Councillors Geoff Abell, Karl Wardlaw and Wendy Wild be nominated to sit on the proposed scrutiny review panel.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) outlining the scrutiny review process, the framework within which the review should be undertaken and supported for the selection of scrutiny review topics for the 2024/25 municipal year.

 

The Committee was invited to choose a topic for their next review.

 

Members proposed the following the topics-

 

·         Prevention and Early Years across Children’s Services

·         Falling Rolls

·         Early Years Communication

 

It was noted that Prevention was quite broad, but would be extremely helpful to look at clear beliefs, vision, goals and the education & health services to prevent family breakdown and with children not fulfilling their potential.

 

RESOLVED – (1) That the Council Meeting be recommended to include  ‘Prevention’ within the 2024/25 Scrutiny Work Programme.

 

(2) That Councillors Shan Alexander, Rosemary Barratt, Angie Clarke, Helen Hibbert and Graham Greenhalgh be nominated to sit on the proposed scrutiny review panel.

The following comments were made/ issues raised: -

 

·         Trains and rail performance was suggested as a scrutiny review topic, with a particular focus on how service cancellations affected the economy and residents’ lives.

·         Community power, the Localism Act and neighbourhood plans was suggested as a scrutiny review topic, with a particular focus on routes to community power, community assets, how communities can engender change and how residents can create a Community Interest Company (CIC).

·         The topic of walking and cycling was suggested as a topic, particularly in the light of new walking and cycling schemes and the Vision Zero strategy.

 

RESOLVED – (1) That ‘Stockport Walking and Cycling Strategic Review’ be selected for the 2024/25 Scrutiny Work Programme

 

(2) That Councillor Joe Barratt be nominated to Chair the proposed scrutiny review panel and other members of the review being Councillors Jon Byrne, Dominic Hardwick and Matt Wynne.
