This report describes the Neighbourhoods and Prevention Programme.  This is an ambitious and key programme of work for the Council and Partners and is a key priority in the Council Plan, Borough Plan and One Future.  It will enable better integration and collaboration in our neighbourhoods across our public, private, Voluntary Community Faith and Social enterprise (VCFSE) sector organisations to deliver on priorities.

The Director of Public Health and Director of Strategy submitted a report on behalf of the Executive Director for People and Integration (copies of which had been circulated) outlining the Neighbourhoods and Prevention Programme.

 

The following comments were made/issues raised:-

 

·         It was queried how the plan would be filtered down to residents, to ensure that people received the best help possible.

·         In response, it was stated that work was ongoing with officers and partner organisations to bring front-line workers together and that the Family Hubs were due to be launched in the summer which would support the work to engage with the workforces in each neighbourhood.

·         Members commented that large-scale challenges would present themselves, and highlighted the need for people to be supported at home, which would help reduce hospital admissions. It was stated that better infrastructure would be required and that there were financial challenges that would need to be navigated to make this a reality.

·         Members asked about the level of engagement with relevant teams and bodies within the Council.

·         In response, it was reported that collaborative work was a key focus. It was noted that the feedback from a recent peer review had highlighted the strength of the programme based on its breadth.

·         Members commented that engaging with residents to ensure that people understand the direction and aim of the Council presented the biggest challenge.

·         Members commented on the polarisation within the borough and highlighted the importance of digital inclusion, to ensure greater reach and connection with residents in the borough.

The following comments were made/ issues raised:

 

·         The piece of work was an ambitious programme of work devoted to how the council could secure the best experience for residents in neighbourhoods, with a much greater focus on prevention. The aim was to create a greater integrated and collated offer in neighbourhoods to better support communities.

  • It was reported that some members had attended the launch of the Adswood Family Hub in the autumn of last year.
  • Some concerns were raised in relation to the ambitious nature of the work against the backdrop of shrinking resources for local authorities.
  • The team were keen to hear from councillors where they felt strengths/gaps were in the local support offer for neighbourhoods and would seek member support in due course.
  • It was expected that a Team around the Place Captain would be designated within each Area Committee area.
  • It was agreed that a further update be reported to Area Committee in summer, and that the frequency of future updates be decided at that meeting.

This was an ambitious and key programme of work for the Council and Partners and was a key priority in the Council Plan, Borough Plan and One Future. It would enable better integration and collaboration in neighbourhoods across public, private, Voluntary Community Faith and Social enterprise (VCFSE) sector organisations to deliver on priorities.

 

The following comments were made/ issues raised:-

 

·         Members welcomed the update on this work, in particular the collaborative work between the council and the private and voluntary sectors.

·         Members requested data on neighbourhood profiles in order to communicate that information to local residents.

·         In response it was stated that neighbourhood profile data was being gathered at Area Committee and ward level. It was also reported that the Director of Public Health had 13 indictors for measuring the public impact in terms of health and wellbeing. Officers were keen to capture residents’ lived experience as part of this piece of work. A report related to neighbourhood profiles would be presented to a future meeting of this Area Committee.

·         Members requested further details on the appropriate council teams for various aspects of neighbourhood work.

·         It was noted that there was no community centre or library within the Norbury and Woodsmoor ward. Members asked about the potential for working in partnership with the leisure centre within the ward. In response it was stated that such suggestions were welcome and detailed information at a local ward level was vital.

·         In relation to the roll-out of family hubs, it was noted that the Offerton family hub opening had been delayed due to an arson attack. It was also commented that family hubs were required in all areas, not only those associated with deprivation.

·         It was reported that family hubs could be accessed on a referral basis, but residents could also walk-in without an appointment. Efforts to raise awareness about the hubs and the services available had been made across the whole borough through libraries and Life Leisure centres. In addition the council had worked with maternity services including midwives and health visitors to develop integrated pathways to family hubs.

·         Members commented on the impact of the built environment on communities and stated that tree planting would have long-term positive benefits for the climate and local environment. 

·         It was reported that a peer-challenge exercise had taken place 12 months previously and that the council’s work on neighbourhoods had been well-received.

·         Members requested regular updates on the progress of the neighbourhoods and prevention programme.

The following comments were made/issues raised:-

 

·       The report was useful and had a strong focus on prevention in relation to public health and acknowledges barriers.

·       It was noted that the programmes suggestion to bring services together would limit the amount of time residents would need to invest to locate the correct service.

·       It was queried if housing associations would be involved in the programme. In response it was stated that housing associations would and that Stockport Homes Group was very involved in the programme.

 

RESOLVED – (1) That the report be noted.

 

(2) That further updates on the general progress of the programme be provided at a frequency of six months and that updates specific to Heatons and Reddish be provided at a frequency determined by officers.

The following comments were made/ issues raised:-

 

·         Members welcomed the neighbourhood approach outlined within the report.

·         Members requested to be linked to the work of family hubs to enable them to better advise residents.

·         The link between housing and health was cited, along with the role of the NHS.

·         Members asked for the names of their ward Team About the Place captains.

·         Members asked about how culture and green spaces impacted upon health and loneliness and how those factors could be measured. In response it was stated that the programme was at an early stage, but that metrics were being developed to profile service users.

·         Life Leisure services were noted to have a positive impact in preventing people from requiring NHS Services in the future. Life Leisure should be considered less for its cost and more for the value it added to the health and wellbeing of the community.

·         It was reported that primary care networks could be joined to develop relationships between local practices.

·         Members commented positively on the work of Family Hubs but noted that residents were not always aware of the services which they provided. In response it was stated that Family Hubs went live in October 2023 and there had been lots of communication and engagement work.

·         Members suggested that the forthcoming winter warmer event which was due to take place at Woodley Civic Hall would be an excellent opportunity to engage with local residents about Family Hubs.
