The report details the work undertaken by the Scrutiny Review Panel of the Corporate, Resource Management & Governance Scrutiny Committee in respect to ‘The Council’s Property Portfolio – the Next 5/10 years’ and the proposed recommendations.
The Cabinet is recommended to consider the report and consider how it might respond to the report’s findings and recommendations.

The Cabinet Member for Finance & Resources (Councillor Malcolm Allan) presented the final report of the Scrutiny Review into ‘The Council’s Property Portfolio - The Next 5-10’ years (copies of which had been circulated).
The Leader of the Council welcomed the report and its recommendations and stated that in the light of the cost of living crisis that was impacting all residents of the borough, it was more important that ever that the Council reviewed its asset base to ensure that it was providing value for money.
RESOLVED - (1) That the Corporate Director for Corporate & Support Services & Deputy Chief Executive be requested to prepare a response to the ‘The Council’s Property Portfolio - The Next 5-10 years’ Scrutiny Review and the recommendations contained therein for consideration by the Cabinet at a future meeting.
(2) That the gratitude of the Cabinet be recorded for the excellent work undertaken by the Scrutiny Review Panel ‘The Council’s Property Portfolio - The Next 5-10 years’ and others involved in the Review.
To consider a report of the Director of Children’s Services.
The report details the work undertaken by the Scrutiny Review Panel of the Children & Families Scrutiny Committee in respect to ‘School Place Sufficiency – Pupil Place Planning’ and the proposed recommendations.
The Scrutiny Committee is invited to consider the information in the report and approve the recommendations.

The Director of Children’s Services submitted a report (copies of which
had been circulated) detailing the work undertaken by the Scrutiny Review Panel of the Children and Families Scrutiny Committee in respect to ‘School Place Sufficiency - Pupil Place Planning’ and the proposed recommendations.
Councillor Becky Senior attended the meeting to respond to questions from
the Scrutiny Committee.
Members welcomed the report and the level of detail that been scrutinised and thanked the officer team for their support.
RESOLVED – That the report be noted and recommended to Cabinet.

The Strategic Head of Estates and Asset Management submitted a report (copies of which had been circulated) detailing the work undertaken by the Scrutiny Review Panel of the Corporate, Resource Management & Governance Scrutiny Committee in respect to ‘The Council’s Property Portfolio – the Next 5/10 years’ and the proposed recommendations.
Councillor Lisa Smart (Lead Councillor) attended the meeting to respond to questions from the Scrutiny Committee.
The following comments were made/ issues raised: -
· Members welcomed the report and the scrutiny conducted by the Review Panel into the Council’s Property Portfolio.
· It was noted that the recommendations proposed were mainly internal but the key recommendation was about the strategy and focus on the assets and in particular the heritage assets.
· Funding for assets was a challenge and needed to benefit the community with a long term plan to maintain the use.
RESOLVED – That the report be noted and recommended to Cabinet.
