Purpose:

To approve a refreshed and revised agreement under Section 75 of the NHS Act 2006 to pool budgets from the Council and the Clinical Commissioning Group for some adult and children’s services. The revisions to the existing agreement between the Council and NHS Stockport (PCT) are required because of the abolition of PCTs and creation of Clinical Commissioning Groups from April 2013.

Decision:

The Executive Meeting has agreed that

 

·         the arrangements outlined in the report for entering into a new Section 75 (pooled budget) arrangement between the Council and Stockport Clinical Commissioning Group from April 2013 to March 2014 be approved;

·         the updated Terms of Reference for the Health & Wellbeing Integrated Commissioning Board which oversees the agreement be approved;

·         the comprehensive review of the pooled budgets and opportunities for further integrated commissioning (including increasing the range and level of budgets being pooled) taking place during 2013/14 be noted;

·         encouragement be given to moving from aligned budgets to pooled budgets, as far as possible.

Declarations or conflicts of Interest: Call-in of this decision would not allow the Council to enter into the agreement at the start of the financial year and therefore not allow the pooled budget arrangements to begin, hampering the ability of both the Council and the Clinical Commissioning Group to undertake joint commissioning of health and social care services.
