Purpose:

To consider and approve the implementation of savings proposals (post consultation) in preparation for the 2013/14 Revenue Budget and to reconsider the Council’s financial prospects for the medium term.

Decision:

The Executive Meeting considered proposals to address some of the savings requirements necessary to achieve a balanced budget for 2013/14. The report detailed responses to consultation with staff, stakeholders and the public on the proposals following the Executive’s decision to proceed to consultation at its meeting on 7 September 2012.

 

The Executive then agreed that

 

·                the results of the various consultation exercises undertaken in relation to the savings proposals put forward in September and the changes that are proposed in response to the consultation be noted;

 

·                the savings proposals for implementation as set out in the report and listed in Appendix Two be agreed;

 

·                the recommendations set out in Annex C regarding TUPE transfers between the Council and its associated bodies be agreed;

 

·                the Chief Executive and Corporate / Service Directors, in consultation with the relevant Executive Councillors, be requested to implement the delivery of those proposals; and

 

·                approval be given to continue with the steps necessary to agree a final balanced budget proposal for 2013/14 and an updated Medium Term Financial Plan to 2014/15 for presentation to the Council budget meeting in March 2013 continue.

Declarations or conflicts of Interest: Yes. The Executive is being invited to take decisions to support the development of the medium term financial plan (2013/14 to 2016/17). The timescale for deliberations is tight. Due to the challenging financial prospects for next year and the medium term (as detailed in this and previous reports to the Executive), there is a need to implement decisions without delay in order to enable the Executive to propose a balanced budget for 2013/14 for consideration at the Budget Council Meeting in March. In the event of the decision(s) being called in it may be that the timetable cannot be adhered to, leading to serious financial consequences for the people of Stockport. Prior to the Executive considering these proposals all Scrutiny Committees will have been consulted and their comments made available to the Executive prior to the decision being taken.
