To agree a local Council Tax scheme for Stockport to include two elements:
(1) provide help with the cost of Council Tax for people on a low income. The scheme will define who is eligible to claim for support and the rules which determine how much support will be paid;
(2) establish local Council Tax discounts in relation to second homes and empty and unfurnished properties in the borough, including those undergoing renovation. The decision will determine how much discount is awarded and the length of time the discount is payable for.
The Executive Meeting considered proposals to address the reduction in funding following the abolition of the Council Tax Benefit Scheme and change to the funding arrangements for the new local support schemes and then
· endorsed the proposed Council Tax Discount and Council Tax Support Schemes as detailed in the report;
· agreed that the proposals be subject to consultation with the public, particularly those most likely to be affected by the proposed changes, and other interested bodies; and
· agreed that the proposals be re-submitted for approval by the Executive at its meeting on 17 December 2012, together with the outcomes of the consultation exercise.
