Purpose:

A reviewed policy that will:

 

   Provide effective Residential Parking Zones in all areas where there is local demand including reviewing existing residents parking on a 3 year cycle.

   Ensure adequate provision of off-street and on-street parking in the town centre, district centres and at other centres and facilities which attract cars by reviewing all resident parking sites near these sites and implementing any suitable amendments to the periods of residents parking by the end of 2015/16.

   Move to paid for permit parking in the Town Centre by the end of 2014/15.

   Management of Town Centre residents parking should be kept under review to ensure we achieve a balance between the needs of the growing resident population and the needs of businesses and their visitors.

   Phase out the lower standard free resident parking by the end of 2014/15.

   Phase in the new permit prices to achieve final price by 2015/16.

Decision:

The Executive Meeting considered the results of consultations on proposed changes to the Council’s Residential Parking Policy and agreed that

 

·                the results of the public consultation on the proposed changes to the Policy be noted;

·                the implementation of the Policy, as set out in Appendix 7, be agreed as the default arrangement for all properties in the Borough;

·                the use the decision criteria outlined in sections 4 and 5 of the policy to determine the suitability for Residential Parking Schemes be agreed; and

·                the proposed charges as outlined in paragraph 6.1 of the report be agreed.
