Decision:

The Cabinet Member for Parks, Highways & Transport Services has given approval to the implementation of an Experimental Traffic Regulation Order for No Waiting at Any Time restrictions (double yellow lines) on Stitch Lane, Heaton Norris (at a cost of £1,000, to be funded from the Reddish South Delegated Ward budget).

No Waiting at Any Time (Experimental Traffic Regulation Order):

Stitch Lane, Heaton Norris (Southern Part)

North West side from a point 11 metres South West of the South Western kerb-line of Wellington Road North for a distance of 12 metres in a South Westerly direction then North Westerly direction for a distance of 87 metres.

Stitch Lane, Heaton Norris (Northern Part)

East side from a point 21 metres South of the South Western kerb-line of Wellington Road North is a Southerly direction for a distance of 104 metres and to tie-in with the aforementioned.

Alternative options considered:

The impact of not introducing an Experimental Traffic Regulation Order for No Waiting at Any Time restrictions (double yellow lines) on Stitch Lane was considered. It was reported (by the public and Council Officers) that refuse wagons were being physically obstructed due to on-street parking (the carriageway is just over 4 metres wide). Waste collection is an essential public service, and the refuse wagons need the route to be accessible as possible.
