Purpose:

To consider options for the future of the Peel Moat Leisure Centre.

Decision:

The Executive Meeting considered options for the future use of the site of the former Peel Moat Leisure Centre following its closure in April 2012 and approved the preferred ‘hybrid’ option for the Council to seek a suitable community organisation with whom to enter into a partnership arrangement in order to market the site for a mixed use of community facilities and residential housing that would allow new affordable housing to be delivered and a capital receipt from the sale of the land to be invested in alternative leisure facilities in accordance with the original decision of the Executive.

Alternative options considered:

The Executive rejected the options that would be for the site to be used entirely for community use or for residential development as the hybrid option would realise benefits for the immediate community, provide additional affordable housing and allow for investment in leisure facilities elsewhere in the borough.

Forward Plan Reference: Due to the changes introduced as part of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 it has been impractical to comply with the new requirements to publish notice 28 clear days in advance of Key Decisions being taken. It is important that the Council progresses as early as possible with deciding the future of Peel Moat following the as set out in the report. The building is empty and a potential community safety hazard, and the local community have expressed their view that the plans move forward quickly. Local Ward Councillors have also been consulted and have expressed support with this item being progressed quickly.
