In consultation with the Leader of the Council, the Chief Executive has taken urgent action under the constitution to agree a capital allocation of approximately £2.050m - £3.050m to deliver a works scheme, to provide additional capacity at Lisburne School to be funded from the Higher Needs and Basic Needs Capital grants.

The new Lisburne Special School was scheduled to be handed over in May 2023 with occupation taking place from September 2023. Unfortunately a fire occurred on 24th January 2023 causing significant damage to Block A. As a result there is a need to hire modular buildings to ensure the Council meets its statutory duty to provide sufficient school places until the new build becomes available for occupation.

The Council has engaged with STaR Procurement to establish the most effective way to appoint a contractor. Due to the urgent nature and tight time scales to deliver the additional capacity a direct award process has been recommended.

Following consultation with the Leader of the Council, the Chief Executive has therefore:-

(1) Given approve the delivery of modular buildings at The Overdale Centre and Dial Park Primary School to supply adequate Special Educational Needs Places to meet Stockport’s Pupil Allocation Provision for 2023/2024.

(2) Agreed to a capital allocation of approximately £2.050m - £3.050m to deliver the scheme which will be funded from the Higher Needs and Basic Needs Capital grants.

(3) Agreed to a direct award procurement process being followed for both the Construction works and all required consultant support.

(4) Authorised the Director of Development & Regeneration to award construction contracts as required to deliver the works programme.

(5) Authorised the Assistant Director of Legal and Democratic Services to take any action necessary or incidental to the implementation of the above resolutions.

The decision was taken as urgent action as it was not possible to convene a meeting of the Cabinet within the timeframe necessary for a decision to be taken on the matter.
