Purpose:

The Greater Manchester Combined Authority is working towards the devolution of the Adult Education Budget from Central Government for the year 2019/20 onwards. To achieve devolution, the Department for Education has advised that each constituent Greater Manchester Local Authority gives consent in conjunction with the Combined Authority to a statutory Order giving effect to the same. The Scrutiny Committee is asked to review the report and the request to consent to the devolution of the Adult Education Budget to GMCA.

Decision:

The Leader of the Council has delegated to the Chief Executive authority to consent to The Greater Manchester Combined Authority (Adult Education Functions) Order 2018.

 

The devolution of the Adult Education Budget to GMCA provides control over significant adult skills funding that will improve the alignment of skills provision and qualifications to meet business need. Under devolution, Stockport will be able to articulate a proposal for skills funding to meet local needs for businesses and for residents.

 

In view of the urgency of notifying the Department for Education of the Council’s decision in relation to consenting or otherwise to the Order, this needing to be done before the next Cabinet Meeting, the Leader of the Council has taken this action.
