Purpose:

Approval of the Main Modifications to the Joint Minerals Development Plan Document for subsequent period of public consultation (and note the additional minor modifications).

Decision:

The Executive Meeting considered the Main and additional Minor Modifications required to the Greater Manchester Joint Minerals Plan following consideration of the Plan by the Secretary of State’s Inspector and have recommended that the Council Meeting:-

 

·         Approve the Main Modifications to the Joint Minerals Development Plan Document and subsequent period of public consultation, and

·         Note the additional Minor Modifications.

Equality and/or Environmental Impact Assessment: Yes. Both an Equality Impact Assessment and a Sustainability Appraisal have been undertaken so as to meet requirements in the preparation of the GMJMDPD.

Other reasons / organisations consulted

Since the ten GM Authorities agreed to produce a joint Development Plan Document (DPD) covering minerals issues, the document has undergone a series of consultations including Public Examination before an independent Inspector.  This was adjourned (23/02/12) to allow public consultation on the proposed Main Modifications to the Plan which were identified during the hearing.  This cannot take place until Full Council of each of the ten districts approves them.

 

Consultation is to take place during August and September (for a 6 week period), following which the Inspector will need to consider any representations received and this may require a further hearing session in October 2012.
