The approval of a revision to the Council’s Local Development Scheme to take account of a newly proposed additional Development Plan Document (DPD) which will set out the Council’s Planning Enforcement Policy.
The Executive has considered proposed revisions to the Local Development Scheme for Stockport which sets down the Council’s programme for the preparation of planning policy documents for its Local Development Framework over the next three years. The amendments included details of the Enforcement Policy Development Plan Document that would set out the Council’s planning enforcement policies as part of the Local Development Scheme. Legal advice had been received that this is required as a result of impending changes to national planning policy.
The Executive has given approval to:
(a) the Local Development Scheme being revised to include details of the Enforcement Policy .
(b) the following approach being taken with regards approval of future revisions of the Local Development Scheme:-
· Executive approval being required for any revision of the Local Development Scheme to enable the review, replacement or other updating of the Core Strategy;
· Approval of any revision of the Local Development Scheme to add details of any new Development Plan Document being delegated to the Corporate Director for Place in consultation with the Executive Councillor (Regeneration) and that the Corporate Director may determine that such a revision is of significant enough strategic importance as to warrant approval by the Executive; and
· Approval of any revision of the Local Development Scheme to amend details of existing documents being prepared or to add details of documents other than Development Plan Documents being delegated to the Corporate Director for Place in consultation with the Executive Councillor (Regeneration).
Equality and/or Environmental Impact Assessment: EqIA / EIA are not required for the LDS but are required for the documents for which it sets out the timetable.

Other reasons / organisations consulted
The LDF Working Party has been briefed on the need for the additional DPD and the intention to revise the LDS accordingly. There is cross-party support for this matter; indeed, all political groups represented on the LDF Working Party agreed that they would not seek scrutiny review of the Executive decision.
There will be substantial consultation on the DPD itself at various stages in its preparation, in line with the Council’s adopted Statement of Community Involvement.
