The report is supplementary to the IIS
proposal for a new model for regulation which was approved at the
Executive on 16th December 2014. This proposed an operating model
for the team that will deal with environmental enforcement from
April 2015. In this report it was recognised that changes would be
necessary to the Highways Obstructions Policy and this report sets
out what those changes are.
There is only one change which is the addition of the following
line:
Investigation of cases for enforcement activity will be limited to
those that are a serious detriment and/or present a hazard as
determined by professional officers.
The Executive considered proposed changes to the Highway Obstruction Policy arising because of the previously agreed New Model for Regulation that formed part of the Investing in Stockport Programme, and agreed that the Policy be amended at point 6.1 as follows:-
· include ‘Investigation of cases for enforcement activity will be limited to those that are a serious detriment and/or present a hazard as determined by professional officers’; and
· remove references to a letter to be sent out where an obstruction does not present an immediate danger and reference to a copy of that letter.
