The Deputy Chief Executive has appointed J R Foy & Son Ltd as contractor to undertake alterations to a property on Brookfield Close to provide additional bedroom capacity for fostering. The award was made after a competitive process.

The funding for the works is from the Council’s Children’s Reserve (Budget Resilience Reserve) which has been approved by the Borough Treasurer and the Corporate Leadership Team in accordance with the agreed Reserves Policy.

The Area Committee has given approval to an application from the Bramall Hall to hold outdoor theatre productions at Bramhall Park as follows:-

·         ‘Much Ado About Nothing’ by Illyria Productions on Friday, 26 June 2020.

·         ‘Mr Stink’ by David Walliams by Heartbreak Theatre Productions on Sunday, 26 July 2020 and Sunday, August 30, 2020.

The Area Committee has given approval to an application from Walk Ride The Cheadles for a grant of £297 from the Ward Flexibility Budget (Cheadle Hulme South ward allocation) towards the cost of a community carol service event.

The Area Committee was minded to approve the following Traffic Regulation Order on Greg Street, Reddish, at an approximate cost of £860, to be funded from the Area Committee’s Delegated Budget (Reddish South Ward allocation):-

The Area Committee has further approved the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made and approval has also been given to the placement of bollards, as detailed in the report, which do not form part of the Traffic Regulation Order at a cost of £1,500.

The Area Committee has approved an application from Burnage Parkrun to hold its free, weekly Parkrun at Mersey Vale Nature Park from the week commencing Saturday 4 January 2020 until Saturday 30 January 2021, subject to the organiser providing appropriate papers including event plans, health and safety documentation; licences and/or insurances.

The Area Committee has given approval to an application from Crazy Legs Events for the use of the Middlewood Way on Sunday, 16 February 2020 for a half-marathon event subject to the applicant agreeing to make arrangements for the clearing of any litter associated with the holding of the event upon its completion.

The Area Committee has approved Ward Flexibility Funding of £400 to Make a Difference towards the cost of an event at Heaton Norris Community Centre for Black History Month, to be funded as follows:-

The Area Committee has given approval to an application from Churches Together in Cheadle Hulme to hold a Carols in the Park event at Oak Meadow Park on Saturday, 21 December 2019.

The Area Committee has approved a request from the owner and operator of ‘Kafiene’, a bespoke mobile coffee van, to set up in Thornfield Park serving barista style coffee and hot drinks to park visitors, subject to the production of appropriate papers, health and safety documentation, and fees and charges.

The Area Committee has approved the placement of two Bus Clearway Markings on Windmill Lane, Reddish, as shown on drawing number NM19-6293-001 attached to the report, at an approximate cost of £600 to be funded from the Area Committee’s Budget (Reddish North Ward allocation).

The Area Committee has appointed Councillor Charles Gibson to lay a wreath on behalf of the Council at the Hazel Grove War Memorial on 10 November 2019.

The Area Committee has approved the upgrading of three street lighting columns along the front of Nelson Street using a decorative LED lantern at a cost of £2,263.41 to be funded from the Area Committee Delegated Budget (Hazel Grove Ward allocation).

The Area Committee considered the outcome of a further public consultation on proposals for additional road calming measures on The Fairway, Offerton and agreed that:-

(1)          the outcome of the consultation exercise be noted;

(2)          the scheme measures as shown on drawing no. D/0305/2400/001-02 and the additional proposals as shown in Drawing No. D/0305-32/2400/001-01 be approved forimplementation as funding allows;

(3)          approval be given to the legal advertising of the following Traffic Regulation Order and subject to no objections being received within 21 days from the advertisement date the Orders being made:

The Area Committee has approved a proposal for the construction of a walkway over a grass verge on Broadway in Offerton and the replacement street nameplate on Knypersely Avenue at a cost of £960 to be funded from the Area Committee Delegated Budget (Offerton Ward).

The Deputy Chief Executive has approved the awarding of a contract for electrical rewire and boiler replacement works at Etchells Primary School to Copeland Group Limited.

Estates and Asset Management undertake planned reviews of the condition of the Council’s estates and assets. As part of this process, a need has been identified for electrical rewire and boiler works within a number of schools.

The funding for the works is from the Capital Maintenance Allocation for 2019/20.

The Council engaged with STaR Procurement to establish the most effective way to appoint a consultant. A competitive tender was adopted, using the ABC Framework with further competition. This process included assessment based on Quality, Cost and Social Value Benefit. A total of six contractors were invited to tender for the works.

Two contractors responded to the tender. Under the terms of the framework, there is a requirement for at least one contractor to respond; therefore, the response is compliant with the framework terms. Following scoring Copeland Group Limited are the preferred supplier.

The Deputy Chief Executive has awarded a contract to Bowker Sadler Partnership Ltd to carry out feasibility and design work in relation to the possible expansion or replacement of Thorn Grove Primary School.

The Estates and Asset Management (EAM) team are in the process of undertaking the feasibilities for the Marple Area review with the support of to the appointment of external Design Consultants. One of these is for a feasibility study at Thorn Grove Primary School, Woodstock Avenue, Cheadle Hulme, for replacement of existing 1 form entry school to 2 form entry. Options to extend or replace. Scheme with costings and programme required.

An initial briefing process has been undertaken involving the Head of Thorn Grove Primary, SMBC Education, Robertson Asset Management and the EAM Design Technical Services Management. This process has formulated a feasibility brief for the external consultants to work to.

7 Consultancy firms were identified from a pre-selected list with 2 practices tendering for the feasibility at Thorn Grove together with separate quotes for feasibilities at Rose Hill and All Saints Marple. (See separate ODR’s for Rose Hill and All Saints Marple Primaries).

Both consultant quotes were valid and assessed by EAM Design Technical Services and Robertson Asset Management. It was agreed with STaR that the proposals would not be marked on social value due to the limited options for implementation during feasibility. That said comments were requested and given by the two consultancies. Both submissions were assessed on cost and quality. The successful consultant was Bowker Sadler Partnership Ltd.
