The Deputy Chief Executive has given approval to the grant of a 4 year contracted out lease to The Weekend Day Centre for Dementia Care prior to any asset transfer on the basis identified in the ‘not for publication’ report.

The Deputy Chief Executive has given authority to grant a licence to Network Rail to permit access across land off Woodford Road, Poynton to facilitate the completion of essential maintenance work on their infrastructure.

The Deputy Chief Executive has given approval to the rent reviews on land leased by the Council for the purposes of aggregate recycling, highway maintenance materials storage and winter maintenance at Tenement Lane, Adswood on the terms identified in the ‘not for publication’ report.

The Deputy Chief Executive has given authority to the subletting of a lease on land at Hammond Avenue, Whitehill Street, Stockport on the terms identified in the ‘not for publication’ report.

The Deputy Chief Executive has given approval to the sale of land behind 22 Penshurst Road, Brinnington, on the terms identified in the ‘not for publication’ report and subject to appropriate planning consents being obtained by the buyer.

The Cabinet Member of Sustainable Stockport agrees with the the recommendations in the report of The Corporate Director Place Management & Regeneration dated 16^th July 2019 relating to the above matter, and approves the retention of the island with additional road markings and replacement of the VAS signs for implementation in the 2019/20 financial year.

The proposals shown option 2 which include;

·         Retain the existing central traffic island

·         The carriageway markings are refreshed and the central hatching is re-laid on a red texture mat to provide background contrast to improve and enhance the road marking layout on the chosen option

·         Vechile Activated Signs (VAS) are replaced

The Cabinet Member for Sustainable Stockport has approved the legal advertising of the following Traffic Regulation Orders and subject to no objections being received within 21 days from the advertisement date the following orders can be made:

Ward Street

Ward Street – South Western side

From a point 3 metres north west of the projected south easterly kerb line of the North Easterly section of Adcroft Street for a distance of approximately 90 metres in a North Westerly direction.

Jones Square

Proposed Traffic Regulation Order – No Waiting At Any Time

Jones Square North East side

From a point 15 metres South East of the Southerly kerbline of Hempshaw Lane for a distance of 21 metres in a South Easterly direction.

Proposed Traffic Regulation Order – No Waiting At Any Time

Jones Square North East side

From the Southerly kerbline of Hempshaw Lane for a distance of 15 metres in a South Easterly direction.

This decision supersedes those set out in ACEDCS532 and CMDCH117 that contained drafting errors.

The Cabinet considered proposals for amendments to the AGMA Constitution arising from developments with the GMCA and agreed that

·         the decision of the AGMA Executive Board and GMCA to agree the amendments to the AGMA Constitution be noted;

·         the revised AGMA Constitution in so far as it relates to executive functions be approved and the Council Meeting be recommended to agree the change in so far as its relates to non-executive functions;

·         the Council Meeting be recommended to nominate the GMCA substitute member as the substitute member for the AGMA Executive Board.

The Cabinet considered a referral from the Corporate, Resource Management & Governance Scrutiny Committee asking it to reconsider its previous decision (CAB179) in relation to the expansion of Ludworth School.

The Cabinet noted the referral by the Corporate, Resource Management & Governance Scrutiny Committee and reaffirmed the following:-

·           the outcome of the consultation exercise undertaken in relation to the expansion of Ludworth Primary School be noted, and the approval given to its expansion from a 1.5 form entry to a 2 form entry (subject to planning permission)

·           the Deputy Chief Executive be requested to ensure appropriate agencies undertake enforcement of existing traffic regulation orders in the vicinity of the school

The Cabinet further agreed that:

·           the relevant Cabinet Members and officers be recommended to investigate and where practicable and appropriate, and where resources were available, to implement the schedule of mitigation measures included within Section 9.6 of the report, subject to any necessary consultations, firstly as part of any planning application submitted by the Council to the Planning Authority and secondly in the formulation and determination of any package of traffic regulation orders subsequently drawn up to mitigate against its impact.

The Cabinet considered proposals for the governance arrangements of the Mayoral Development Corporation for Town Centre West and agreed that:

·         the proposed make-up of the Mayoral Development Corporation Board be noted;

·         the proposed Council representation on the Mayoral Development Corporation Board prior to the creation of the Corporation in September be approved, namely the leaders of the three political largest groups on the Council;

·         the intention for the Mayoral Development Corporation to produce an annual Business Plan as soon as possible following its creation and for it to be submitted to the Council and to Greater Manchester Combined Authority for approval be noted.

The guidance document will supplement existing policies in the adopted Core Strategy in order to demonstrate how commuted sums will be used in maintaining and enhancing opens space assets across the borough and will be a material consideration in determining planning applications.

The Cabinet considered and approved a revised Recreational Open Space Provision and Commuted Payments’ Supplementary Planning Guidance (SPG) revoking the existing Guidance previously adopted in July 2006.

The Cabinet Member considered and endorsed the Housing Revenue Account (HRA) Rent Strategy for 2020 – 2025.

The Area Committee approved an application from Marple Guides and Scouts to hold their annual Bonfire and Fireworks Display at Brabyns Park on Saturday 2^nd November 2019.

The Area Committee has approved an application from the Friends of Cale Green Park to hold its Christmas event in the park on 1 December 2019 on the condition that all appropriate paperwork and licences are submitted; and that Animal Welfare Officers visit the event to ensure that the donkeys are being looked after properly.

The Area Committee has approved the provision of four pencil bollards at St. Ambrose Primary School at an estimated cost of £1,000 to be funded from the Area Committee’s Delegated Budget (Davenport and Cale Green Ward allocation).

The Area Committee has given approval to an application from the Mill Bramhall (The Millennium Youth Bar Trust) for a grant of £900 from the Ward Flexibility Budget (£400 from each of the Bramhall North and Bramhall South and Woodford ward allocations and £100 from the Cheadle Hulme South ward allocation) towards the cost of providing a stair lift.

The Minutes (copies of which had been circulated) of the meeting held on 15 July 2019 were approved as a correct record and signed by the Chair.

The Area Committee has given approval to an application from Walk Ride Romiley for a grant of £500 from the Ward Flexibility Budget towards the cost of a supporting the Tour of Britain event in the Romiley area.

The Area Committee has given approval to an application for Ward Flexibility Funding from Werneth Concern Band for a grant of £900 from the Ward Flexibility Budget towards the cost of a workshop event.

The Area Committee approved the reallocation of £43,116.80, from DC050793 Stockport College Heaton Moor, Map Ref 1165 to Peel Moat Open Space and the reallocation of £31,077.83, from DC052816 Commercial Land at Buckingham Road, Heaton Moor, Map Ref 1247 to Peel Moat Open Space. The sums had previously been allocated to Heaton Moor Park.

The Cabinet Member for Sustainable Stockport approved the following:-

·         Statutory legal advertising of the Traffic Regulation Order detailed in Appendix D to the report and, subject to no objections being received within twenty one days from the advertisement date, the order be made.  

·         Implementation of the updated, proposed improvement scheme in accordance with the drawings in Appendix E to the report.
