The Area Committee has given approval to an application received from Pownall Avenue Maintenance Fund for a grant of £1,000 from the Ward Flexibility Budget (Bramhall North ward allocation) towards the cost of providing flower beds to complement resurfacing works taking place on the highway.

The Area Committee has given approval to an application received from Queensgate Sports Club for a grant of £600 from the Ward Flexibility Budget (Bramhall South & Woodford ward allocation) towards the cost of relocating an existing defibrillator to the exterior of the premises so that it becomes publically accessible.

The Area Committee has agreed that notwithstanding the objections, the order be made as advertised.

The Area Committee has considered a number of objections to the proposed introduction of No Waiting At Any Time traffic regulation orders on Ladybrook Road, Bramhall and has agreed that in the light of the objections the order should be amended as follows:-

No Waiting at Any Time

Ladybrook Road – West Side

From the projected south kerb line of Ladybrook Road (access to 56-58), for a distance of 26 meters in a northerly direction.

Ladybrook Road – East Side

From a point, 45 meters south from the southern kerb line of Ladybrook Road (access to 13-18 One Oak Court) projected building line of 1-6 One Oak Court (following the kerb line) in a southerly direction for 37 meters.

Ladybrook Road – Access Road to 56-58 Ladybrook Road – Both Sides

From the projected easterly kerb line, for a distance of 10 meters in an easterly direction.

The Area Committee has considered a number of objections to the proposed introduction of No Waiting At Any Time traffic regulation orders on Dairyground Road, Delfur Road, Seal Road, Fairhaven Close & Gleneagles Close, Bramhall and has agreed that in the light of the objections the order should be amended as follows:-

The Area Committee has given approval to the legal advertising of the Traffic Regulation Order (TRO) detailed in Appendix A to the report and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at a cost of £1,685 to be funded by way of developer contribution.

A representative of the Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance) reported that this item had been placed on the agenda at the request of Councillor Sheila Bailey.

Councillor Bailey reported on the problems caused by the increasing concentration of houses on multiple occupation (HMOs) particularly in the Central Stockport area, which in some cases had changed the character of the area. HMOs provided useful accommodation, particularly for people moving into an area, but it was their concentration that had become problematic, compounded by the fact that planning permission was not required for smaller HMOs.

Members were advised that an Article 4 direction could be made by a local planning authority to restrict the scope of permitted development rights, either in relation to a particular area or site, or a particular type of development anywhere in the authority’s area.

The following comments were made/issues raised:-

·         There was a need for HMOs, but this was not necessarily in residential streets.

·         The problems were causing residents, particularly families, to move out of the Central Stockport area.

·         An Article 4 direction in relation to HMOs should be adopted by the Council in advance of the Local Plan being finalised.

RESOLVED – That this Area Committee recommends that the Council adopts an Article 4 Directive with regard to Houses in Multiple Occupation as a matter of urgency.

The Area Committee has given approval to the supply and installation of a new cable way post with safer surface repair and repair to the access ramp at a cost of £2,600 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation.)

The Area Committee has agreed that notwithstanding the objections the order be made as advertised.

The Area Committee has given approval to the making of the order as previously advertised, subject to the amendment to the wording of the proposed order to reduce the scope of the ‘No Waiting At Any Time’ restrictions as follows:-

North Easterly side from a point 8 metres North West of the projected boundary line between No’s 91 & 93 for a distance of 10 metres in a North Westerly direction.

The Area Committee has agreed that notwithstanding the objections the order be made as advertised.

The Area Committee, acting in its capacity as trustee of the Brookfield Park Shiers Family Trust, has:-

·         Noted the contents of the report;

·         Formally adopted the Financial Accounts of the Trust for the year ended 31 March 2021, attached as Appendix One to the report;

·         Reaffirmed its previous decisions to allocate £75,000 from the Trust to support projects from voluntary and community groups which aim to:-

- reduce loneliness for people aged 50 years or older (to include both enhancement of existing projects as well as new projects); and

- support voluntary groups for children and young people, young carers, addressing loneliness amongst children and young people, and supporting sports groups for people of all ages.

·         Retained the current investment policy.

The Area Committee has agreed that in the light of the objections received the order be amended as follows: -

The Area Committee has given approval to an application from Friends of Stockport Cemeteries (FOSC) for a grant of £1,000 from the Ward Flexibility Funding Budget (£500 from Reddish South, £250 from Reddish North and £250 from Heatons North ward allocations) towards the cost of installing welfare facilities within Willow Grove Cemetery (Natsol – full access compost toilet with metal building).

The Area Committee has given approval to the installation of 2 planters on the footway outside number 21 Alderley Drive, Bredbury to prevent parking on this section of footway at a cost of £2,250 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

The Area Committee has given approval to the legal advertisement of the following Traffic Regulation Orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £700 to be funded from the Area Committee’s Delegated Budget (Stepping Hill ward allocation):-

The Area Committee has given approval to an application from Stockport Neighbourhood Watch Association for a grant of £200 from the Ward Flexibility Funding Budget (£50 from each ward allocation) towards the cost of establishing a website for Stockport Neighbourhood Watch Association which will help in their objective of building a safer, stronger and more connected community.

The Area Committee has given approval to the installation of 2 No bollards on the footway at the Smithy Green, High Lane junction in Woodley at a cost of £800 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).
