Information about Marple Area Committee

Marple Area Committee is made up of the six Councillors for Marple North Ward and Marple South ward.

At area committees members of the public have the opportunity to ask questions about any matters within the Area Committee’s powers (except on legal or confidential matters). You can view the Council Code of Practice and download a question card on the website. You can also submit a question using the online question form.

Area Committees have delegated powers to deal with certain types of planning applications, and Councillors have the power to call up applications that are ordinarily dealt with by planning officers, to be considered and determined by the Area Committee. Members of the public also have the opportunity to address the Committee during consideration of a planning application for a total of 3 minutes. One person will be permitted to address the Area Committee for 3 minutes in objection to the application and one person for 3 minutes in support of the application.

If you wish to speak on a planning application it is advisable that you arrive 5 minutes prior to the commencement of the meeting in order to inform the Democratic Services Officer

UPDATE 8 FEBRUARY 2012

 

At the Area Committee held on 6 February 2012, Councillors deferred consideration of the Cheadle and Marple Sixth Form College/ASDA application following the late receipt of additional information from the applicant and the requirement for additional highway information to be provided to allow officers and members to thoroughly consider the application. Officers have been asked to write to the applicant setting out exactly what additional information is required and there is an expectation that this information will be provided quickly to ensure that the application returns to Marple Area Committee for the next meeting on 27th February 2013.

 

The intention was that both the Cheadle and Marple Sixth Form College/ASDA application and the Chadwick Street/Trinity Street proposal would be considered at an Extraordinary meeting of the Planning and Highways Regulations Committee on 20 Feb 2013. Given the decision of Marple Area Committee to defer consideration of the Cheadle & Marple Sixth Form College/ASDA proposal, the Chair of the Planning and Highways Regulation Committee has decided that the meeting scheduled for the 20th Feb will be deferred until 1 March 2013 to enable that Committee to hear the views of Marple Area Committee.

 

 

 

 

 

UPDATE 24 DECEMBER 2012

 

Marple & Cheadle Sixth Form College and ASDA – planning application decision making process

 

1.      The planning application will be taken to Marple Area Committee for consideration and recommendation.

2.      Due to the scale of the application and the fact that it is a departure from policy, it must be taken to the Planning and Highways Regulatory Committee (PHRC) for a final decision.

3.      If the committee approves the application, the Council would need to refer the decision to the Government’s Department for Communities and Local Government (CLG) because it exceeds the scale at which local authorities are able to determine departures from policy. CLG would have 21 days to decide whether to agree with the decision or whether to call it in.

4.      If CLG did decide to call the application in, the timescale for any resolution would be significantly extended.

5.      If PHRC refuses the application, then no referral to CLG will be required.

 

Chadwick Street – planning application decision making process

 

1.      The planning application will be taken to Marple Area Committee for consideration and recommendation.

2.      Due to the scale (floorspace) of the application, it will be taken to PHRC for a final decision.

3.      The application is not a departure from policy and would not be referred to CLG.

Update 10 December 2012

 

Chadwick Street Car Park site -   A planning application for the Demolition of existing structure and erection of Class A1 foodstore and flexible use unit with associated public realm and highway works, vehicular access, car parking, servicing area and hard and soft landscaping on land bounded by Trinity Street/Chadwick Street, Marple has been received by the Council and is now valid.  The proposal is being sent out for consultation and is available for viewing at Marple Library and on the Councils website

Update 30 November 2012

 

The application for the redevelopment of Cheadle & Marple Sixth Form College's Marple Campus including refurbishment of existing building on the Buxton Lane site and construction of new college buildings to provide 6,473 sqm of new educational floor space, together with car parking and landscaping works, construction of synthetic floodlight pitch; and demolition of existing buildings on the Hibbert Lane site and erection of a class A1 store (3,651 sqm gross external) together with petrol filling station and associated highways, servicing  and landscaping works has been received by the Council and is now valid.  The proposal is being sent out for consultation and is available for viewing at Marple Library and on the Councils website.

Update 9 November 2012

 

Pride in Marple Awards

 

On Wednesday 7 November 2012 the Area Committee held the second ‘Pride in Marple Awards’ in High Lane Village Hall. The Awards Ceremony was an opportunity for the Area Committee Councillors to thank individuals and groups for the excellent work they do in the Marple community which makes Marple such a great place to live and work. The Area Committee was inundated with nominations in all of the categories which made judging extremely difficult and Councillors were extremely grateful to all those people who took the time and effort to nominate someone.

On Tuesday 18 September 2012, Councillors representing the Marple North and South wards heard a presentation from representatives of Cheadle & Marple sixth form college and Asda concerning their proposals for the Hibbert Lane and Buxton Lane sites. Asda and the College will be holding Public Consultation Events the details of which can be seen below.

Marple & Cheadle Sixth Form College and ASDA have confirmed their intention to hold a second public consultation on Friday 28th and Saturday 29th September as follows:-

 

·         Friday 28 September 2012 from 5pm – 9pm

·         Saturday 29 September 2012 from 10am- 5pm

Update 20 August 2012

 

The Council can confirm that Marple & Cheadle Sixth Form College and ASDA have notified the Council of their intent to hold a second public consultation in respect to their proposal to develop the Hibbert Lane and Buxton Lane sites. The Council have urged both to give the public maximum notice of the consultation events and as soon as the dates have been confirmed they will be published on the Marple Area Committee web page.

 

The Council has also been informed by Kirlkand Developments, the Council’s preferred developer for the Chadwick Street Car Park site, of their intent to carry out a public consultation in respect to the proposed development of that site. Further information will be published on the Marple Are Committee web page in due course.

Pride in Marple Awards 2012

 

The Marple Area Committee wants to celebrate the achievements of the community by recognising the invaluable contribution local people make to their community. There are lots of people who give up their time to make their neighbourhood a better place and the Marple Area Committee wants to celebrate their contribution. Do you know an individual or a group who deserve to be recognised for their hard work and dedication? If so, why not nominate them for a ‘Pride in Marple’ Award. The awards are open to anyone who lives, works or takes part in voluntary activity in Marple, Marple Bridge, Mellor, High Lane, Strines and Compstall.

 

The winners and commended nominees will be invited to a celebration event on 7 November 2012 to be held in High Lane Village Club.

Update 25 June 2012

Consultation Events – Friday 6 July 2012 10am – 6pm and Saturday 7 July 10am – 5pm, Cheadle & Marple 6th Form College, Buxton Lane Campus off Hibbert Lane.

Cheadle and Marple sixth form College and Asda have organised an exhibition for residents to find out about their plans for the Hibbert Lane and Buxton Lane sites. The College plans include a re-modelled campus on the Buxton Lane site for its students and the local community. The plans include refurbishing the Buxton buildings along with a new build facility which includes a  new 6,000sq m teaching block and new sports hall. The site will be unified through a multi-use learning ‘street’ for informal and social learning and a new 3G all weather sports pitch and upgraded changing facilities.

Asda will present their plans for a neighbourhood supermarket on the Hibbert Lane site. It is understood that the proposed supermarket will occupy a site smaller than the current college buildings.

These consultation events are being run by the college and Asda, prior to the submission of a planning application. Should a planning application be made, there will be further opportunities to have your say.

Council Executive Approves Developer for Chadwick Street Car Park

Stockport Council’s Executive has selected Kirkland Developments as the preferred developer for a site in Marple district centre.

The Chadwick Street site, currently a car park, has been identified by the Council as being suitable for a retail development. This would contribute to the range and quality of Marple’s retail offer and enhance consumer choice, attracting more shoppers to the area.

A requirement of any development proposal will be to retain parking provision to serve the district centre, public realm improvements and the relocation of the Royal Mail sorting office.

The site was offered to the market for expressions of interest and was followed by detailed submissions from five shortlisted candidates. The main criteria upon which the submissions were considered were the quality of the development scheme proposed, its ability to be implemented in accordance with Council planning policy and the level of receipt offered to the Council.

Any future development proposals will be subject to full and thorough public consultation.

May 2012

Chadwick Street car park

The Council has now received five bids for the site.

The special Marple Area Committee meeting planned for Wednesday 16 May will no longer take place. Instead, a report will be considered by the Council's Executive on Monday 28 May recommending a preferred developer for the site.

A report will then be presented to the next Marple Area Committee on Wednesday 6 June to inform members and residents of the Executive’s decision.

None of the bids include the purchase of any additional properties or land, outside of the council land ownership, to make the development deliverable

April 2012

An extraordinary meeting of Marple Area Committee will be held on Wednesday 16 May 2012 at 6.00pm in Marple Library to discuss issues relating to the Chadwick Street Car Park site.

March 2012

 

Hibbert Lane site

 

To date, there has still been no contact between Stockport Council and Asda about the potential development of the Hibbert Lane site.

Nor has there been contact between Cheadle and Marple Sixth Form College and Council planning officials over the redevelopment of the Buxton Lane site.

 

Chadwick Street car park

 

Marple Area Committee has approved the marketing of the Chadwick Street car park with a view to a potential sale of the land.

The Council has received a number of bids for the site.

A shortlist of bidders has now been asked to provide more detailed information.

Deadline for receipt of this detailed information is the end of March.

A special Marple Area Committee will be held on Wednesday 16 May at Marple Library (6pm start) to receive and discuss a report which will recommend a preferred bidder to the Council’s Executive.
