Information about Greater Manchester Combined Authority (Outside Body)

The Greater Manchester Combined Authority (GMCA) is a unique model of governance for a city region, provided for by the Local Democracy, Economic Development and Construction Act 2009. The GMCA is a statutory body with its functions set out in legislation.  These functions, which cover the Greater Manchester area, include some transport functions, economic development and regeneration functions.

The Authority’s constitution is set out in an Operating Agreement, which has been approved by all 10 constituent councils.

As a body, the GMCA comprises the Leaders of the 10 constituent councils in Greater Manchester (or their substitutes) and is chaired by the Mayor for Greater Manchester.  It usually meets on the last Friday of every month.

NOTE

The GMCA meeting is managed by the Greater Manchester Combined Authority Governance and Scrutiny Team, but some of the agendas and reports have been published on this website for reference. More information about GMCA, and copies of agendas from June 2019 onwards, can be found on their website at
