The Minutes (copies of which had been circulated) of the meeting held on 14 December 2016 were approved as a correct record and signed by the Chair.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing an update on issues relating to public realm and enforcement matters in the Marple area.

 

The following comments were made/issues raised:-

·         There were a number of gullies in Marple North which required attention.

·         The gullies of Garth Road were in need of cleansing urgently

·         Councillors requested further information following the surveys undertaken in respect to the gullies on Windlehurst Road.

 

RESOLVED – That the report be noted.

Petitions

To receive petitions from members of the public and community groups.

 

1.    Church Street – Resident’s Permit Parking

Minutes:

A representative of the Democratic Services Manager reported on the receipt of a petition from residents of Church Street, Marple requesting the introduction of resident’s permit parking.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for consideration.

 

A member of the public submitted a petition in respect to vehicles speeding and dangerous driving on Edwards Way/Carver Road, Marple.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for further investigation and that a report eb submitted to a future meeting of the Area Committee.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the open forum arrangements.

To consider an application received on behalf of the ‘Forward Together’ for ward flexibility funding towards the cost of a PA system and advertising the event.

Minutes:

A representative of the Democratic Services Manager submitted an Area Flexibility Funding application (copies of which had been circulated) requesting funding to support a weekly dropping session for women at risk of domestic abuse and their children.

 

RESOLVED – That the Area Committee would not wish to make a grant on this occasion but would welcome a more detailed application being submitted to a future meeting.

Area Flexibility Funding - The Royal Oak Armed Forces Day pdf icon PDF 723 KB

To consider an application received on behalf of the ‘Royal Oak Armed Forces Day’ for ward flexibility funding towards the cost of a PA system and advertising the event.

Minutes:

A representative of the Democratic Services Manager submitted an Area Flexibility Funding application (copies of which had been circulated) requesting funding to support the Armed Forces Day event which will take place on 17 June 2017.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £90 (to be divided equally between the two wards) to support the Armed Forces Day event which will take place on 17 June 2017.

The report provides information is respect to a request for the Area Committee to conduct a consultation as part of the Multi Agency Working Group Findings to install an extra informal goalpost in addition to the existing one.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) concerning the playing of football in Marple Memorial Park.

 

Cllr Allan explained that the report was incorrect at paragraph 2.3. The original minutes of 18th December 1919 refused the playing of football and cricket and suggested that it must be the later by-laws that were quoted in the report. He was satisfied however that it made no material difference to the decision.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be informed that the Area Committee supports the proposals detailed in the report.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report outlines an application from Parkrun UK who have applied to hold their Junior Park Run at Brabyns Park every Sunday from the 8th January 2017 onwards until the end of the year between the hours of 8.30am and 9.40am. The run will follow a predetermined route.

 

The Area Committee are requested to determine the application.

The report outlines an application from Crazy Legs Events who have applied to hold their annual half marathon on the Middlewood way in both Stockport and Cheshire on the 26th February 2017. The event starts at 9.00am at Marple Rugby Club and finishes at Wood Lane Car Park at 12noon. They will require access to the site from 8.30am.

Parkrun UK have applied to hold their Adult Park Run at Brabyns Park every week from the 7th January 2017 until the end of the year between the hours of 8.30am and 10.00am along a predetermined route.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) providing a summary of the pilot undertaken in 2016 to better utilise the community engagement opportunities available to the Area Committee provided for by the Council Constitution. The report also outlined options which the Area Committee could consider for the future.

 

RESOLVED – That the Democratic Services Manager be requested to make the necessary arrangements for the Area Committee to undertake a Local Scrutiny Review and that the chosen topic be ‘Community Engagement.’
