The Minutes (copies of which had been circulated) of the meeting held on 5 August 2021 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interest which they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

To receive any announcements from the Chair about local community events or issues.

There were no announcements made.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

PCSO Maureen Crehan (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

The following comments were made/ issues raised:-

·         Burglaries were the single largest policing issue within the Bramhall & Cheadle Hulme South area.

·         The theft of motor vehicles was the single biggest driver behind this issue.

·         The police were working with local community groups to tackle this issue.

·         Physical barriers and obstructions such as bollards were considered to be the best deterrent to vehicle thefts.

·         It was recommended that where CCTV was installed, cameras should be mounted in such a way that they could not be tampered with or readily obscured by criminals.

·         Concern was expressed in relation to the resources available to the police and whether these were sufficient to properly tackle the issue.

·         It was suggested that the police could use community events as a means of disseminating crime prevention information.

·         Members expressed serious concern in relation to the rise in the number of burglaries across the Bramhall and Cheadle Hulme South area and it was suggested that the newly appointed Chief Superintendent for Stockport be invited to attend a future meeting of the area committee to respond to the committee’s concerns.

RESOLVED – (1) That PCSO Crehan be thanked for her attendance.

(2) That the newly appointed Chief Superintendent for Stockport be invited to attend a future meeting of the area committee to respond to the committee’s concerns in relation to the significant increase in the number of burglaries in the area.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters in the powers or duties of the Area Committee, subject to the exclusions set out within the Code of Practice.

One public question was submitted as follows:-

·         Relating to the timescale for the provision of a replacement tree outside no. 10 Bramley Road, Bramhall.

It was confirmed that the tree was due to be planted within the forthcoming tree planting season.

To consider a report and associated presentation of the Corporate Director (Place) & Deputy Chief Executive.

This report provides all Area Committees with an overview of how Stockport Council are progressing a Stockport Climate Action Now (CAN) Summit, an online event being held on 9th November 2021, and the CAN Funding, a new funding scheme for microprojects that will directly reduce or mitigate carbon emissions in Stockport.

The Area Committee is recommended to

·         comment on the report, including feedback on plans for both the Stockport CAN funding and Climate Summit.

·         submit suggestions for representation and invitation to the climate summit on 9th November.

Nick Leslie (Head Of Climate Action Now) attended the meeting and made a presentation providing an overview of how Stockport Council was progressing a Stockport Climate Action Now (CAN) Summit (an online event being held on 9 November 2021) and the CAN Funding which was a new funding scheme for microprojects that would directly reduce or mitigate carbon emissions in Stockport.

The following comments were made/ issues raised:-

·         The proposal to allocation funding for micro-projects through the area committee was welcomed.

·         Members suggested that to would be helpful to provide a copy of the award criteria as soon as possible.

·         It was noted that there was proposed to be no upper limit on the amount that could be allocated.

·         It was important that the scheme was publicised as widely as possible.

·         The desire to reduce bureaucracy was welcomed.

RESOLVED – That Nick Leslie be thanked for his attendance and presentation.

To consider an application for Ward Flexibility Funding received from Queensgate Sports Club towards the cost of relocating an existing defibrillator to the exterior of the premises so that it becomes publically accessible.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of Queensgate Sports Club for a grant from the Ward Flexibility Budget towards the cost of relocating an existing defibrillator to the exterior of the premises so that it becomes publically accessible.

RESOLVED - That approval be given to an application received from Queensgate Sports Club for a grant of £600 from the Ward Flexibility Budget (Bramhall South & Woodford ward allocation) towards the cost of relocating an existing defibrillator to the exterior of the premises so that it becomes publically accessible.

To consider an application for Ward Flexibility Funding received from Pownall Avenue Maintenance Fund towards the cost of providing flower beds to complement resurfacing works taking place on the highway.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of Pownall Avenue Maintenance Fund for a grant from the Ward Flexibility Budget towards the cost of providing flower beds to complement resurfacing works taking place on the highway.

RESOLVED - That approval be given to an application received from Pownall Avenue Maintenance Fund for a grant of £1,000 from the Ward Flexibility Budget (Bramhall North ward allocation) towards the cost of providing flower beds to complement resurfacing works taking place on the highway.

The Area Committee is recommended to give approval to the legal advertising of the Traffic Regulation Order (TRO) detailed in Appendix A to the report and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at a cost of £1,685 to be funded by way of developer contribution.

It was reported that following consultation between the ward Spokesperson and officers from Traffic Services, it had been agreed to reduce the extend of the proposed restrictions.

RESOLVED - That approval be given to the legal advertising of the Traffic Regulation Order (TRO) detailed in Appendix A to the report and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at a cost of £1,685 to be funded by way of developer contribution.

The report seeks approval for the supply and installation of advanced warning signage on Woodford Road, Bramhall by way of SLOW Markings, KEEP CLEAR Markings and Crossroads signage.

The Area Committee is recommended to request that the Cabinet Member for Sustainable Stockport approves the supply & installation of the road markings/signage.
