To consider a report of the Democratic Services Manager.

 

The report sets out the Scrutiny Review Panel Procedure Rules and suggests that the Panel should adopt them for the purpose of conducting the review.

 

The Panel are requested to formally adopt the Scrutiny Review Panel Rules for the purpose of conducting the review.

Minutes:

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) inviting the Panel to agree a set of procedures to be adhered to for the conducting of the review.

 

RESOLVED – That the Scrutiny Panel Procedure Rules as set out in the report be adopted.

Rationale for the Review, Background and Scoping pdf icon PDF 283 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report is designed to assist the Panel to scope the review and determine the areas which they wish to explore and scrutinise further.

 

It is recommended that the Panel give approval to the undertaking of a review that is focussed on:-

 

·         Reviewing and improve communications to encourage the four principles of waste management – Refuse, Reduce, Reuse Recycle.

·         Reviewing the management of black bins to ration delivery, recover unauthorised and collect bins no longer needed.

Minutes:

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) outlining the background to the selection of the Review Topic and requesting that the Panel give consideration to the scope of the proposed review, its aims and its objectives.

 

The Chair stated that the Communities & Housing Scrutiny Committee had originally expressed its concern in relation to an increase in the number of missed bin collections over the summer period.  The Panel heard that a number of factors had contributed to this increase, including the partial closure of the Bredbury waste disposal facility, vehicle breakdowns and road closures.  It was stated that subsequently, the number of missed bin collections had returned to its pre-summer level, and as a result did not indicate that there was a fundamental problem that needed to be addressed by way of the Scrutiny Review.

 

However, the report identified that there were a number of underlying pressures on the Council’s waste and recycling collection service as property numbers grew and some residents have more bins than they were eligible for.  The report suggested that the Panel could focus its attention on work to mitigate against these factors.

RESOLVED – (1) That approval be given to the broad scope, aims and objectives of the Review as detailed in Section 8 of the report, namely to:-

 

(i)            Review and improve communications to encourage the four principles of waste management – Refuse, Reduce, Reuse Recycle.

(ii)          Review the management of black bins to ration delivery, recover unauthorised and collect bins no longer needed.

 

(2) That details of the number of missed bin collections in October 2019 be circulated to the Panel.

To agree the dates of future meetings and the timescales for undertaking the review.
