Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Janette Sadgrove (Public Realm Inspector) submitted a report providing an update on issues relating to public realm and enforcement related matters in the Heatons and Reddish area.

 

The following comments were made/issues raised:-

·         A gardening day had been held at the raised beds on Belmont Street at the junction of Lloyd Street in November.

·         A Community Task Day was scheduled for Thursday 13th December 2018 and further days would be scheduled in North Reddish in January and February 2019.

·         The Community Pay Back Team had carried out much needed work on the Ashbrooke Lane Car Park.

·         Councillors asked for an update on the costs and provision of No Dog Fouling posters.

 

RESOLVED – That the report be noted.

A representative of the Deputy Chief Executive outlined the procedure approved by the Council for public speaking on planning applications.

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing an update on work undertaken throughout the area in 2018 as well as plans for the future.

 

The following comments were made/issues raised:-

 

·         Councillors discussed proposals for the building of Social Housing and the impact of GMSF.

·         The North Reddish ward Councillors suggested that a site visit be held in the New Year to consider sites for possible housing development.

·         Further information was requested in respect to the improvement works associated with the Wilson Street flats.

·         Improvement works planned for the Manchester Road Estate and the need to consult with residents at the planning stage.

·         Whilst a considerable amount of investment had been undertaken, there were a number of outstanding pieces of work that required completing  - the insulation of bathrooms in the Furness Grove/Craig Road area being example.

·         Councillors welcomed the new report format and suggested that in the future information on how the work being undertaken by Stockport Homes ties in with the Council Plan would be helpful.

THE METROPOLITAN BOROUGH COUNCIL OF STOCKPORT (MANCHESTER ROAD AND WHIRLEY CLOSE HEATON CHAPEL) (PROHIBITION OF WAITING) ORDER 2018 pdf icon PDF 82 KB

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to fund half of the associated costs for the placement of a pedestrian guardrail on Wellington Road North, Heaton Chapel.

 

RESOLVED – That the part funding for the replacement of a pedestrian guardrail on Wellington Road North, Heaton Chapel be approved at a cost of £1,415 (Reddish South ward allocation) to be funded from the Area Committee delegated budget and that the Cabinet Member for Communities and Housing be requested to approve the scheme and the remainder of the associated costs from the Strategic Network Budget.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider the siting of a new play area in the Heatons North ward in either Heaton Moor Park or Peel Moat Open Space.

 

RESOLVED – That consideration of the report be deferred to enable ward Councillors to discuss the alternative proposals in greater detail with the Corporate Director for Place Management and Regeneration.

The report details and application from Burnage Parkrun who have applied to hold their free weekly Park Run at Mersey Vale Nature Park from week commencing Saturday 5th January 2019 until 25th January 2020. They will require access to the park between the hours of 9.00am – 10.00am each Saturday, with the run taking place between 8.00am – 10.30am.

 

The Area Committee are requested to determine the application.

Manchester Road Park

This item has been placed on the agenda at the request of Councillor Walter Brett.

A representative of the Deputy Chief Executive reported that this item had been placed on the agenda at the request of Councillor Walter Brett.

 

In the absence of Councillor Brett, Councillor Jude Wells explained that the ward Councillors had serious concerns at the amount of time taken for works to be undertaken in Manchester Road Park. It was her understanding that the delay was the result of United Utilities not receiving permission from Rail Track to carry out works close to the embankment.

 

RESOLVED – That the Deputy Chief Executive be requested to write to Railtrack outlining the concerns of the Area Committee and requesting them to provide United Utilities with the necessary permissions to enable the works to be completed as soon as possible.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and on the current position on Ward Flexibility Funding. The report also included the position on ward delegated budgets.

 

Councillor Yvonne Guariento reported that following the decision made by the Reddish South Councillors at the last meeting to award £100 from the Area Flexibility Fund to support the Reddish Community and Parent Forum, the ward Councillors had agreed to increase their contribution to £400 and as a result the contribution made from the Reddish North ward funds would reduce from £1200 to £900.

 

RESOLVED – That the report be noted.

16.

Proposed Traffic Regulation Orders - Brighton Road and Didsbury Road pdf icon PDF 147 KB

The report outlines a proposal for moving and Waiting Traffic Regulation Orders associated with the Town Centre Access Plan project TCAP507 in the vicinity of Didsbury Road and Brighton Road junction including a proposed Resident Permit Holder Parking Scheme required as a result of development on the former Brighton Road Industrial Estate.

RESOLVED – That the Cabinet Member for Communities and Housing be

requested to approve the legal advertising of the Traffic Regulation Orders

(TROs) including the Resident Permit Holder Parking scheme contained in

Appendix B and, subject to no objections being received within 21 days from the advertisement being made the orders can be made.
