The Minutes (copies of which had been circulated) of the meeting held on 8 May 2017 were approved as a correct record and signed by the Chair.

Public Question Time

Setting Up a Charitable Subsidiary

To consider a presentation by the Director of Corporate Services, Stockport Homes.

Minutes:

The Assistant Chief Executive, Stockport Homes Ltd made a presentation in respect to efforts made towards an ambition of setting up a charitable subsidiary which it was hoped would bring additional resources to Stockport through grants and tenders as well as providing a more tax efficient structure to maximise resource investment in service delivery.

 

RESOLVED – That the report be noted and the Assistant Chief Executive, Stockport Homes be requested to submit an update to a future meeting.

Minutes:

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing the Committee with information on the Energy Advice Service which was formed in 2012 and comprised of two full time officers who were trained to offer free and impartial energy related advices to Stockport Homes’ customers.

 

The following comments were made/issues raised:-

·         Councillors welcomed the fact that one of Stockport Homes’ key objectives was to maximise energy efficiency in the housing stock and that over the past 6 years the company had been extremely active in regards to high profile energy efficiency projects such as upgrades to district heating with the use of biomass renewable heat technology.

·         Councillors discussed the issue of Stockport Homes selling energy to schools independently of our facilities’ management offer. They noted that the Company were currently updating their business plans and that an update would be submitted to a future meeting.

·         Councillors noted that there would be a Member Briefing Session in June 2017 on energy and money advice provided to customers.

 

RESOLVED – That the report be noted.

The Deputy Chief Executive, Stockport Homes submitted a report (copies of which had been circulated) providing the Committee with historical performance trends for the period 2006 to 2017.

 

RESOLVED – That the report be noted and that a similar report be submitted to the Committee on an annual basis.

Minutes:

The Assistant Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing the end of year summary performance and corporate indicators.

 

The following comments were made/issues raised:-

·         Councillors enquired as to how many officers were deployed to the Anti-social Behaviour Team. It was agreed that a written response be circulated.

·         It was noted that six indicators fell slightly short of the agreed targets but they were within acceptable tolerances.

 

RESOLVED – That the report be noted and that Stockport Homes be congratulated on their continued excellence performance.

Minutes:

The Director of Resources, Stockport Homes submitted a report (copies of which had been circulated) providing an update on financial performance between April 2016 and February 2017.

 

On behalf of the Committee, the Chair congratulated officers on an excellent report and set of results.

Minutes:

The Chief Executive, Stockport Homes, submitted a report (copies of which had been circulated) providing the Committee with an update on operational issues that have not previously been reported to the Committee. Issues included the development of community food stores, work undertaken in respect to the Stockport Together project, on-going development projects and future opportunities and procurement initiatives.

 

Councillors asked that their thanks be passed on to those officers involved in the response to the fire on Buxton Road but in the hours immediately after the fire and dealing with the repairs since.
