Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A report was submitted in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments werre made/issues raised:-

 

·         A Member reported that there had been an accumulation of rubbish that needed clearing on Southview Gardens, Cheadle following the installation of the waiting restrictions.

·         Fly tipping had occurred at The Cloisters, Priory Road, Cheadle which needed addressing.

 

RESOLVED – That the Public Realm team be thanked for the report.

Petitions

(i)            Condition of pavements and road – Airedale Close, Cheadle

 

To report the receipt of a petition from twenty four signatories requesting that the condition of the pavements and road at Airedale Close, Cheadle is improved as soon as possible as most of the residents are elderly and find it difficult to get around safely.

 

(ii)          Abney Café at Abney Hall Park

 

To report the receipt of an e petition containing 108 signatories requesting the Council to prevent the closure of the Abney Café in Abney Hall Park by allowing a small extension of time for the relevant documents to be submitted.

A representative of the Democratic Services Manager reported on the submission of two petitions as follows:-

The report details the findings of the Review of Outcomes tour undertaken on Wednesday, 11 October 2017 and requests that the Area Committee gives consideration to the arrangements for the 2018 tour.

Vehicle Access to Bridleway - Old Wool Lane/Demmings Road, Cheadle pdf icon PDF 64 KB

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor John Pantall.

 

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) updating the Area Committee on the request by a local resident for bollards to be reinstated in the middle of a bridleway at the north and south ends of Old Wool Lane leading to and from The Demmings Industrial Estate, Cheadle.

 

The section of the route in question formed part of Bridleway 34 Cheadle and Gatley. As a bridleway the installation of bollards along its alignment could be perceived as an obstruction if it was not described in the Definitive Statement for Stockport. However, as part of the Section 106 Agreement  it had been requested on 20 December 2012 that permission be given to the installation of bollards when subsequent surface improvement works on the bridleway commenced as part of the Demmings Road new housing development works.

 

The proposed installation of two drop bollards in the middle of the bridleway would satisfy the request of local residents. However, it was important to consult with the primary users (pedestrians and equestrians) through the Public Rights of Way Forum before installing the drop bollards in order to avoid any legal objections.

 

RESOLVED – That the proposed installation of two drop bollards in the middle of the section of the bridleway in question on Old Wood Lane be considered at the meeting of the Public Rights of Way Forum to be held on 19 April 2018 and the outcome reported back to Members of the Area Committee.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out the results of an investigation into drivers turning right from Church Road and travelling the wrong way along the one-way section of Gatley Green.

 

The Area Committee is requested to approve funds for a feasibility study to investigate proposals to install a small build-out at the junction of Church Road, to discourage drivers travelling up the one -way system of Gatley Green in the wrong direction.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out the results of an investigation into traffic issues in the vicinity of the Gatley Road/Milton Crescent junction as it had been reported that on occasions parked vehicles are said to be causing an obstruction, together with reduced highway visibility creating a hazard.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Order set out in Appendix A to the report and, subject no objections being received within twenty one days from the advertisement date, the Order can be made.

The report sets out an application from Gatley Festival Committee to hold Gatley Festival on Scholes Park (Gatley Hill) on 1 July 2018.

 

The Area Committee is recommended to approve the application, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place and payment of any fees due.

Condition of grass verges at Radnormere Drive, Cheadle Hulme

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Paul Porgess.

 

Councillor Porgess reported on the damage which was being done to the grass verges at Radnormere Drive, Cheadle Hulme and requested that a report be submitted to a future meeting of the Area Committee on what actions could be undertaken to reduce the damage and discourage motorists from parking on the grass verges.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to submit a report on what could be done to try and prevent damage to grass verges in the Cheadle area.

The Chair advised that this would be the last meeting of the Area Committee that Councillor June Somekh would be attending as she was not seeking re-election in the forthcoming local elections.
