The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the position on ward delegated budgets.

 

The representative of the Democratic Services Manager reported that the Leader of the Council, in consultation with Group Leaders, had considered the issue of borough-wide applications submitted to area committees and agreed that there would be would be a borough-wide fund for the 2017/18 municipal year which would be funded through a 10% top slice (£300) off the ward budget i.e. each ward will receive a £2,700 allocation this year rather than £3,000.  Applications for the fund would be considered by a meeting of Area Committee chairs who would make a recommendation to the Cabinet Member for Reform & Governance. 

 

In addition, from the commencement of the 2019/20 Municipal Year, no ward fund would be permitted to carry forward an underspend of more than £5,000.

 

An evaluation report would be submitted to area committees on the activities of the borough-wide fund at the commencement of the next municipal year.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Democratic Services Manager give consideration to altering the format of the report, categorising the different types of highways and traffic management schemes and the inclusion of updates on major issues in the Cheadle area.

The Chair reported that All Hallows Church was inviting people to a ‘get together’ in Adswood Park on 17 June 2017 between 4.30pm and 6.00pm, and that the Heald Green Festival would be held on 24 June 2017 between 12 noon and 4.00pm at Outwood Playing Field, Heald Green.

Two public questions were submitted. The first question was regarding highway improvement works on the shared footway/cycleway at Warwick Close and Calderbrook Drive, Cheadle .The second public question was submitted by a member of the public who was not present at the meeting.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee. He reported that the following routes would shortly be subject to their annual highway safety inspection:-

 

  • Cheadle and Gatley Ward – Firs Road and Clifton Drive, Gatley
  • Cheadle Hulme North Ward – Twining Brook Road estate, Cheadle Hulme
  • Heald Green Ward - Elmsleigh Road and Oakdale Drive, Heald Green

 

The following comments were made/issues raised:-

 

  • The regular overgrowing of certain hedges and the obstructions of footpaths such as the one from Ladybridge Road to Station Road by the railway station in Cheadle Hulme was highlighted.
  • A new litter bin was requested at Heald Green Library.
  • Untidy private land on Wilton Avenue, Heald Green was reported.
  • A fault was reported with the Council’s on-line ‘report it’ system on 2 June 2017 and details were requested of the Council’s emergency/weekend reporting and actions available.
  • Car owners ignoring waiting restrictions around the junction of Cheadle Road and Buckingham Road were reported and more enforcement was requested. Ward Members asked for information with regard to how often the area was patrolled by the Civil Enforcement Officers.

(3) That no additional distribution of the Trust be made in addition to the Area Committee’s previous decision to reserve £25,000 from the Trust towards addressing the effect of loneliness amongst elderly residents and the consequential effect on their health.

 

(4) That the current investment policy of the Trust be retained, but the possible use of social investment bonds be investigated and the outcome included in the next report to the Area Committee on the financial standing of the Trust.
