RESOLVED – That Councillor Graham Greenhalgh be elected Chair of the Area Committee for the period until the next Annual Council Meeting.

To appoint a Vice-Chair of the Area Committee until the next Annual Council Meeting.

RESOLVED – That Councillor Paul Porgess be appointed Vice-Chair of the Area Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 11 April 2017.

The Minutes (copies of which had been circulated) of the meeting held on 11 April 2017 were approved as a correct record and signed by the Chair.

To consider a report of the Democratic Services Manager.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the position on ward delegated budgets.

The representative of the Democratic Services Manager reported that the Leader of the Council, in consultation with Group Leaders, had considered the issue of borough-wide applications submitted to area committees and agreed that there would be would be a borough-wide fund for the 2017/18 municipal year which would be funded through a 10% top slice (£300) off the ward budget i.e. each ward will receive a £2,700 allocation this year rather than £3,000.  Applications for the fund would be considered by a meeting of Area Committee chairs who would make a recommendation to the Cabinet Member for Reform & Governance. 

In addition, from the commencement of the 2019/20 Municipal Year, no ward fund would be permitted to carry forward an underspend of more than £5,000.

An evaluation report would be submitted to area committees on the activities of the borough-wide fund at the commencement of the next municipal year.

RESOLVED – (1) That the report be noted.

(2) That the Democratic Services Manager give consideration to altering the format of the report, categorising the different types of highways and traffic management schemes and the inclusion of updates on major issues in the Cheadle area.

The Chair reported that All Hallows Church was inviting people to a ‘get together’ in Adswood Park on 17 June 2017 between 4.30pm and 6.00pm, and that the Heald Green Festival would be held on 24 June 2017 between 12 noon and 4.00pm at Outwood Playing Field, Heald Green.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Two public questions were submitted. The first question was regarding highway improvement works on the shared footway/cycleway at Warwick Close and Calderbrook Drive, Cheadle .The second public question was submitted by a member of the public who was not present at the meeting.

This item was considered in conjunction with the public question referred to in Minute 7(ii) above.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee. He reported that the following routes would shortly be subject to their annual highway safety inspection:-

• Cheadle and Gatley Ward – Firs Road and Clifton Drive, Gatley
• Cheadle Hulme North Ward – Twining Brook Road estate, Cheadle Hulme
• Heald Green Ward - Elmsleigh Road and Oakdale Drive, Heald Green

The following comments were made/issues raised:-

• The regular overgrowing of certain hedges and the obstructions of footpaths such as the one from Ladybridge Road to Station Road by the railway station in Cheadle Hulme was highlighted.
• A new litter bin was requested at Heald Green Library.
• Untidy private land on Wilton Avenue, Heald Green was reported.
• A fault was reported with the Council’s on-line ‘report it’ system on 2 June 2017 and details were requested of the Council’s emergency/weekend reporting and actions available.
• Car owners ignoring waiting restrictions around the junction of Cheadle Road and Buckingham Road were reported and more enforcement was requested. Ward Members asked for information with regard to how often the area was patrolled by the Civil Enforcement Officers.

A representative of All Hallows Church attended the Area Committee to answer questions from Members in relation to an application for Ward Flexibility Funding towards a Fun Day for the local community.

RESOLVED – That approval be given to a grant of £619 to All Hallows Church towards a Fun Day for the local community, to be funded from the Cheadle Hulme North Ward Flexibility Funding allocation.

To consider an application for Ward Flexibility Funding from 2^nd Cheadle Scout Group towards replacing the existing canoes.

A representative of the 2^nd Cheadle Scout Group attended the Area Committee to answer questions from Members in relation to an application for Ward Flexibility Funding from the 2^nd Cheadle Scout Group towards replacing its existing canoes. 

RESOLVED – That approval be given to the application for Ward Flexibility Funding for £1,000 from the 2^nd Cheadle Scout Group towards replacing its existing canoes, to be funded as follows:-

Cheadle and Gatley Ward - £500

To consider an application for Ward Flexibility Funding from Heald Green Community Festival .

A representative of the Heald Green Festival Committee attended the Area Committee to answer questions from Members in relation to two applications for Ward Flexibility Funding. The first related to an application for the hire of an entertainment marquee and the second related to an application towards the purchase of three gazebos.

RESOLVED – (1) That approval be given to an application for Ward Flexibility Funding of £415 for the hire of an entertainment marquee, to be funded from the Heald Green Ward Flerxibility Funding allocation.

(2) That approval be given to an application for Ward Flexibility Funding of £705 towards the purchase of three gazebos, to be funded from the Heald Green Ward Flexibility Funding allocation.

To considrer an application from St Chads’s Players (incorporating St. Chad’s Singers) towards the replacement of the stage.

To consider a report of the Borough Treasurer

The report advises the Area Committee of the financial standing of the Trust and for Members to formally adopt the Financial Accounts of the Brookfield Park Shiers Family Trust for the year ending 31 March 2017 contained in Appendix One.

The Area Committee is recommended to:-

·         note the contents of the report

·         formallyadsopt the Financial Accounts of the Brookfield Park Shiers Family Trust for the year ending 31 March 2017.

·         decide upon the policy that they wish to adopt in respect of distribution of the Trust; and

·         advise as to the investment policy that they wish to follow.

A representative of the Borough Treasurer submitted a report (copies of which had been circulated) advising the Area Committee of the financial standing of the Brookfield Park Shiers Family Trust and requesting Members to formally adopt the Financial Accounts of the Trust which were contained in Appendix One to the report.

The Area Committee, acting in its capacity as Trustee for the Brookfield Park Shiers Family Trust:-

(2) That the Financial Accounts of the Brookfield Park Shiers Family Trust for the year ending 31 March 2017, included as Appendix 1 to the report, be adopted.

(3) That no additional distribution of the Trust be made in addition to the Area Committee’s previous decision to reserve £25,000 from the Trust towards addressing the effect of loneliness amongst elderly residents and the consequential effect on their health.

(4) That the current investment policy of the Trust be retained, but the possible use of social investment bonds be investigated and the outcome included in the next report to the Area Committee on the financial standing of the Trust.

The report sets out the findings of a consultation exercise into complaints from residents wo front onto Wilmslow Road, opposite the junction of Grange Road, that vehicles parking close to their driveways were creating s hazard for them.

That the Executive Councillor (Communities and Housing) be recommended to approve the legal advertising of the No Waiting At Any Time Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

The report sets out an application from Bruntwood Park BMX Club to hold the North Region BMX Club Championships at the Bruntwood Park track on 17 September 2017.

RESOLVED – That the application from Bruntwood Park BMX Club to hold the North Region BMX Club Championships at the Bruntwood Park track on 17 September 2017 be approved, subject to the organiser obtaining appropriate event plans, health and safety documentation, and insurances, and putting in place a traffic management plan similar to the one that operated successfully last year.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out an application from the Festival Committee to hold Heald Green Festival on Outwood Road Recreation Ground on 24 June 2017.

The Area Committee is recommended to approve the application, subject to the organiser obtaining appropriate papers, event plans, health and safety documentation, licences and/or insurances and payment of charges and deposits.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out an application from the Festival Committee to hold Heald Green Festival at Outwood Road Recreation Ground on 24 June 2017.

RESOLVED – That the application to hold Heald Green Festival at Outwood Road Recreation Ground on 24 June 2017 be approved, subject to the organiser obtaining appropriate papers, event plans, health and Safety documentation, licences and/or insurances and payment of charges and deposits.

The Area Committee is invited to nominate Ward Spokespersons with whom the Corporate Director for Place Management & Regeneration can consult on highway maintenance and traffic management matters.

A copy of the Ward Spokesperson Protocol approved by the Area Committee at its meeting on 23 May 2011 is attached for information.

The Area Committee is recommended to nominate Ward Spokespersons in accordance with the Protocol.

A representative of the Democratic Services Manager submitted the Highway Ward Spokespersons Protocol (copies of which had been circulated) and requested the Area Committee to nominate ward spokespersons for each ward with whom officers would liaise with over traffic and highway matters.
