To consider a report of the Democratic Services Manager.

 

The Review Panel are requested to adopt the procedure rules for the purpose of the review.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) outlining for adoption the Scrutiny Review Panel Procedure Rules.

 

RESOLVED – That the Scrutiny Review Panel Procedure Rules be adopted for the purpose of conducting the review.

Councillor Tom McGee and Donna Sager will update members on the Mind the Gap Scrutiny Review undertaken by the Health Scrutiny Committee in 2014 including the Executive Response.

 

The purpose of the report is to help members when scoping this review in an effort to avoid any duplication.

 

The Review Panel are invited to consider and comment on the report and presentation.

Councillor Tom McGee and Donna Sager provided an update on the Mind the Gap Scrutiny Review which had been undertaken by the Health Scrutiny Committee in 2014 including the Executive response.

 

RESOLVED – That the report be noted and Councillor McGee and Donna Sager be thanked for their attendance.

4.

Stockport Family and Work undertaken currently with Schools

Duncan Weldrake and Maura Appleby will attend and report.

 

The Review Panel are encouraged to utilise the information gathered to help scope the review and the information gathering meetings.

Minutes:

Maura Appleby, Principal Lead Integrated Services (Health) attended the meeting and made a presentation in respect to the work being undertaken by Stockport Family in promoting positive mental health for babies, children and young people.

 

RESOLVED – That the presentation be noted and Maura Appleby be thanked for her attendance and presentation.

 

Duncan Weldrake, Joint Commissioning Manager (Children and Young People) attended the meeting and made a presentation in respect to Mental Health Support in Schools both in respect to the current position and on priorities for the future.

 

RESOLVED – That the presentation be noted and Duncan Weldrake be thanked for his attendance and presentation.

5.

Scoping and Evidence Gathering

Members are requested to determine the issues that they wish to focus on during the review. Members are also requested to determine who they wish to hear evidence from during the course of the review. Having regard to the discussion relating to items 3 and 4 on the agenda, the following is an option which members may wish to consider:-

 

Meeting 2 – Monday 14 November 2016

 

Janice Cahill (Headteacher – Pendlebury Centre) and Cathy Lyall (People Directorate Strategic Lead SEN) and selected representatives from primary/secondary and sixth form providers.

 

Meeting 3 – Monday 5 December 2016

 

Representatives of support services including the Educational Psychology Service, School Nurses, Primary Jigsaw and Healthy Young Minds Stockport

 

Based on the information provided, the Review Panel are requested to determine the scope of the review and confirm who they would like to invite to future meetings as part of the evidence gathering process.

Minutes:

The Chair reminded Councillors that the intention was that the next two meetings would be utilised to gather evidence as part of the review. Representatives of schools and various agencies would be invited to attend and in light of the two presentations members may wish to consider the following issues:-

 

              I.        The desire to work towards a first point of contact as a referral pathway for schools and GP’s

            II.        Work being undertaken nationally by NICE and how that can be used to benefit Stockport Council

           III.        Encouragement to Schools to have a named lead/development of emotional wellbeing leads

          IV.        How the various (embedded) mental health support services in schools interact

           V.        Raising awareness in schools of the HYM services

          VI.        How the 1.5WTE additional mental health practitioners will be deployed

         VII.        Training for school staff / improve confidence of school staff in working with emotional distress

       VIII.        The impact of the Living Life to the Full Programme/ Development of a toolkit to support school’s commissioning of mental health support

          IX.        the link between good mental health and educational attainment/ impact of the new OFSTED regimes”
