Multi Agency Safeguarding Hub To consider a presentation in respect to the Multi Agency Safeguarding Hub. The following officers will attend the meeting: -
Kate Fitzhugh – Supporting Families Pathway, People Directorate Susan Claydon – Supporting Families Pathway, People Directorate A representative of Greater Manchester Police. Minutes: Susan Claydon (Stockport Council) and Nicky Chester (Greater Manchester Police) attended the meeting and made a presentation in relation to the Stockport Supporting Families Multi Agency Safeguarding & Support Hub (MASH). In particular they highlighted the following:-
· The transformational programme was launched in May 2011 which changed (i) the way need was identified and (ii) the support offered to children and families below the social care threshold. This new way of working ensured that services were co-ordinated as early as possible to support children and families in Stockport. · The service operates from the ‘front door’ of the Contact Centre with CAF & Universal Recommendations as well as Adult outreach recommendation made as issues emerged. · All cases presented to the Local Authority, below the social care threshold, were screened using a multi-agency screening tool – Full time social care managers, senior practitioners (CAF experts) were all based in the Contact Centre. · Chronologies were started as soon as issues emerged which enabled the more effective targeting of vulnerable families to reduce escalation. · Re-referral rates to Children’s Social Care had reduced from 30.5% in 2011/2012 to 17.7% for 2013/2014. · In 2010 the rate of referrals that generated an initial assessment was 46.2%. In 2013 this figure had risen to 78%. Those not warranting a Children’s Social Care Assessment were stepped down via CAF so that children and families are offered appropriate support. · The pathway continues to develop – for instance, in response to the Troubled Families Programme announced in 2011/2012 it was decided that the pathway should underpin Troubled Families work in the borough. The Supporting Families Pathway remains the public facing name of MASH. · Evolution of the MASH screening tool to enable live identification. The Police Public Protection & Investigation unit were now fully located with the Supporting Families MASH. Vulnerable adults, child sexual exploitation and child protection officers were now co-located alongside multi agency partners. · Partners covering safeguarding, crime, employment, housing and health were able to work together more cohesively to improve outcomes, reduce risk and demand.
The Chair reminded the Panel that at the last meeting, the Panel had identified a number of key issues that were to be considered, namely:- - The need to ensure that partners were aware of their own statutory role and responsibilities in supporting children, young people and families as well as that of other professionals. - The need to ensure that partners were engaged at a strategic as well as operational level in building the model of delivery so that they take ownership, responsibility accountability for its delivery. - To ensure that clear lines of communication and systematic engagement throughout the process; and - That service plans identify partners that the Council relies upon and governance arrangements are identified.
It was important that at future meetings, these key issues be considered in light of the wealth of information presented to the Panel. On behalf of the Panel he thanked Susan Claydon and Nicky Chester for their attendance and presentation.
