Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 19 June 2013 were approved as a correct record by the Chair.

Concern was raised regarding the attendance of members of the Local Access Forum.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report provides an update on alleygating schemes in Stockport and the implications of the Anti-Social Behaviour, Crime & Policing Bill.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) updating the Forum on alleygating schemes in Stockport and the implications of the Anti-Social Behaviour, Crime and Policing Bill 2014. 

 

Discussion took place on time limited gating schemes in Stockport and how Gating Orders would be replaced by Public Spaces Protection Orders and whether interested groups would be consulted regarding the transition from Gating Orders to Public Spaces Protection Orders. 

 

RESOLVED – That the report be noted. 

4.

Bryant's Tunnel, Station Road, Cheadle Hulme

The Housing Standards Manager (Strategy) will attend the meeting to discuss Bryant's Tunnel, Station Road, Cheadle Hulme.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration reported on Bryant’s tunnel on Station Road, Cheadle Hulme.  He summarised the site’s history and enquired whether the Forum felt a time limited Gating Order was required.

 

The Forum discussed whether the proposed time limited Gating Order would coincide with Bryants Furniture store’s opening and closing times, and the safety and usage of the footpath.

 

RESOLVED – That the Forum noted the evidence to warrant a time limited Gating Order on Bryant’s tunnel and was willing to consider a time limited Gating Order between 11.00pm and 7.00am on the condition that Bryants Furniture Store would be responsible for opening and closing the gate on a daily basis. 

 

 

 

 

5.

Review of the Rights of Way Improvement Plan and progress to date

Minutes:

With the consent of the Forum, this item was considered in conjunction with Agenda Item 6 ‘Workshop discussion on Definitive Map Modification Orders - Outstanding Applications and Progress’.

 

A representative of the Corporate Director for Place Management and Regeneration submitted the Rights of Way Improvement Plan (copies of which had been circulated) for review. 

 

The following comments were made/ issues raised:-

 

·           The accessibility of viewing and amending the ‘Green A-Z maps’.

·           Estimated costs of the recommended actions. 

·           A suggestion was made that an additional column be added to the ‘Statement of Action’ stating the progress and achievements of the recommended actions in order for the Forum to provide feedback. 

·           A suggestion was made that an additional column be added to the ‘Definitive Map Modification Order’ stating the date of when the claims were submitted.

·           The number of outstanding claims.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to:-

 

(i) Circulate the ‘Statement of Action’ with an additional column in respect of progress and achievements to the Forum and that a further report on the matter be submitted to the next meeting of the Forum.

 

(ii) Circulate the hyperlink to the register for the ‘Definitive Map Modifications Order’ to the members of the Forum.

 

(iii) Submit the ‘Definitive Map Modification Order’, with an additional column in respect of the submission of the claim, to the next meeting of the Forum.

 

6.

Workshop discussion on Definitive Map Modification Orders - Outstanding applications and progress
