RESOLVED – That Councillor Iain Roberts be elected Chair of the Committee for the duration of the meeting.

The Minutes (copies of which had been circulated) of the meeting held on 8 June 2015 were approved as a correct record and signed by the Chair subject to the inclusion of Councillor Iain Roberts in the list of those members present.

The report presents for consideration proposals for the future arrangements for the management agreement and the review of its memorandum and articles of association.

Minutes:

A representative of the Corporate Director for Corporate and Support Services submitted a report (copies of which had been circulated) outlining key issues associated with the revision of the Stockport Homes’ Management Agreement and the review of the companies Memorandum and Articles of Association.

 

Councillors expressed a difference of opinion when discussing the appropriate level for remuneration of Board members and asked that this be brought to the attention of the Executive as well as the comments which had been made at the previous Committee meeting. Councillors welcomed the other proposals detailed in the report.

 

RESOLVED – That the report be noted.

The Director of Corporate Services, Stockport Home submitted a report (copies of which had been circulated) providing the Committee with the opportunity to consider and comment on the Customer and Community Engagement Strategy.

 

The following comments were made/issues raised:-

·         The strategy took into account the need to tailor initiatives to the specific needs of each locality as outlined in Neighbourhood Management Plans.

·         Child Poverty was high at 27 percent in the Stockport Parliamentary Constituency where the majority of Stockport Homes Customers lived – almost 13% of customers were classified as ‘Families with Needs.’

·         The Committee welcomes the framework for positively engaging with young people and the proactive approach taken to help them develop confidence and skills.

 

RESOLVED – That the report be noted.

The Director of Corporate Services, Stockport Homes submitted a report (copies of which had been circulated) presenting for consideration and comment the Community Buildings Strategy 2014-2017.

 

The following comments were made/issues raised:-

·         Stockport Homes had acquired the management of nine community buildings from the Council in April 2014. The Community Strategy sets out plans for the use of those community buildings to meet the needs of local people and promote social cohesion and neighbourhood stability.

·         Councillors expressed concern that no planned maintenance had taken place in the buildings for several years.

·         Stockport Homes were working closely with Management Committees and volunteers to develop programmes of activities to fully utilise the buildings. Succession planning and the future of Management Committees was a significant area of concern.

 

RESOLVED – That the report be noted.

The following comments were made/issues raised:-

 

·         Councillors welcomed the clear framework for other strategies to tailor service delivery to the specific needs of each neighbourhood.

·         The ambition nature of the aims and objectives should be applauded and Councillors requested that regular updates be provided to the Committee on the implementation of the strategy.

 

RESOLVED – That the report be noted and the Director of Corporate Services be requested to circulate web links for the strategies referred to in Section 6 of the report.

The Director of Corporate Services, Stockport Homes submitted a report 9copies of which had been circulated) providing a rear end update on performance against indicators and measures of progress for implement the Service Improvement Plan (SIP) for 2014/2015.

 

The following comments were made/issues raised:-

 

·         It was noted that repairs completed right first time had missed the target but remained within an accepted tolerance.

·         At the end of April, sickness stood at 0.72 days per full time equivalent employee against the in-year target of 0.47 days.
