Minutes:

Minutes of the previous meeting were agreed subject to the following changes to the attendance list: Jo Rogerson attended; Maura Appleby attended as Claire Woodford’s representative, Claire Woodford’s apologies were given.

 

DM raised an issue about the remit of Stockport Family Innovations board (SFIB) which is one of the three key boards that report to the Children’s Trust Board: if the SFIB is intended to be a temporary structure to oversee a large programme of change to deliver the programme for safeguarding long term; there will need to be a review of the ongoing support when the programme management function finishes so that the future of the board support is very clear.   CML stated that ongoing support has been figured into future programming.

 

CAMHS – appointment management – if a child misses an appointment, they are taken off the waiting list so do not receive future appointments/treatment and have to re-register, thereby delaying treatment.  Could the chair write to CAMHS to express the concerns of the Trust that this will cause children that need treatment to be excluded at a time when they most need the support of the service?  AW to action

 

Item 4 - Stockport Family update – under transitions: ‘want link the HV; SFW who run the 0-5 healthy child programme’ – should read ‘so the Stockport Family Worker needs strong links with the Health Visitor who leads the Healthy Child Programme 0-5’.

Stockport Family Assessment form update - presentation

Minutes:

Kate Fitzhugh and Cathy Lyall updated the board on the new version of the Common Assessment Framework (CAF).  The CAF is now a strengths based shortened version of the previous iteration; it links in with the digital by design programme and is being tested within a number of schools and has been designed to work alongside the family.  Stockport Family as a whole can start using the form, so this version is being called the Stockport Family assessment.  It is clearer, smarter and hopefully easier for families.

 

A paper version will be used within Stockport Family until the online version is piloted with schools/stakeholders and once all issues ironed out, the e version will be online for all.

 

KF and CL to present the information to the PARE forum on May 12th.

Minutes:

AW described the content of the presentation.  AGMA Wider Leadership Team (WLT)/police/PCC have received this and this has been endorsed for action. 

 

Integrated care and health for younger children: CML is heavily involved in this work - linking up with the work being carried out in ASC/H≻ early intervention is at the core.

 

In order to support implementation of such a complex programme a decision has been taken in principal to try and draw down as much as possible from the DfE innovation fund, and there is some public money already available.  Then to move forward towards more consistent standards; more robust processes with continual evaluation of work.

 

AK: GM Spatial Framework is going forward - does this link into this? Most housing is linked to first time buyers across GM – we do try to link with schools organisation here, but is this the same across GM?  AW believes this is being taken into account, and definitely in areas such as Salford and Manchester where the growth in numbers of young children has been greatest.

 

Integrated health care workstream: starts in May and includes CAMHS and paediatric acute care; which is useful as the FT here is focussing on different types of care. 

 

ML asked what opportunities are there for colleagues from the 3rd Sector to be updated/involved in areas of the work programme in which they have an interest? 

AW cannot answer the question at this time but will ask for a response at the next steering group and feedback.

Quarter 3 Children's Trust Performance report pdf icon PDF 2 MB

Minutes:

The report was summarised and the discussion included the following bullet points:

 

Education and skills: positive picture in terms of outcomes.

·         There are more complex young people coming through and more are being excluded from schools. 

·         A new model of managed transfers has been put in place that will look at exclusions in the future and peer challenge.  There needs to be a better approach to alternative provision across the LA and this will be reviewed now that Cathy Lyall has taken up her role as strategic lead for SEN and inclusion.

 

Emotional and physical health:

·         Health and Wellbeing Partnership board have carried out a deep dive into children’s immunisations.

·         Performance in relation to immunisation carried out by School Nursing service is strong; early years – in virtually all Stockport is high, but there has been a levelling off in the last few year in some areas.  This seems to be mirroring the trends across England. 

·         Recording and extraction of information is an issue, but also promotion with parents. 

·         Communication to be carried out to GPs re: systems; Health Visiting staff can do domiciliary visits for vaccinations; early years education could link up and emphasise importance.  Jane Hancock is looking at recording immunisations linked to Looked After Children (LAC).

·         Transformation plan for Children’s Mental Health has moved into its implementation stage.

 

Stockport Family:

·         LAC population remains relatively stable at 295/296 as of today;

·         Number of children subject to Child Protection plan continues to decrease;

·         Completion of CAF completed improved;

·         CAMHS colleague is now part of the weekly allocation meeting and also MASSH;

·         Reflective front door approach improvement;

·         Youth offending performance continues to be very strong.

 

The board noted the performance report.
