Minutes:

Item 5: Locality Working will be covered in agenda item 5 today.

 

Item 7: DM concern re the Terms of Reference (TOR) of the Children’s Trust Board and a possible clash with Local Safeguarding Children’s Board (LSCB) TOR.  CML/GG have looked at both sets of TORs and satisfied themselves that they are discrete but complimentary.  DM felt it was a possible duplication of the 3 groups reporting into the Stockport Family innovation board that would overlap with the LSCB work.  CML suggested that a number of previous minutes be forwarded to DM for comparison. 

 

 

AOB: Update on e-safety work from the previous meeting re: impact of social media on young people. 

 

·         Currently rolling out Real Love Rock training – linked with the Police and Crime Commissioner’s office.

·         an esafety live event was carried out last week.  JS to report results to a later CTB of both the above.

·         Safer internet day on 9th February, 2016: publicity is being sent out to make the most of the day.  It is up to each school to access their own material. 

·         Cllr Meikle mentioned a theatre activity on 3rd/8th February called ‘The Net’.

 

JM stated that she believed that schools don’t feel well equipped to cope with the social media situation.

PB also to ask JS to phone JM to ensure that we are covering all the areas concerned.

PB mentioned the app that GMP are working on with CML – to update future CTB.

DS: are we not missing something by not asking young people to help identify solutions?

DM: would JM be interested in joining the Stockport Safeguarding Children’s sub-group looking into this?

 

ACTIONS:

 

GW to forward TOR for the innovation board to DM.

JS to bring update report on e-safety activities and training to a future CTB. JS to phone JM re: school support for e-safety.

CO to forward information to CTB re: The Net.

PB to ask if Stockport Youth Partnership would like to be engaged

CML to ask the 2 police colleagues that are working with Tony Lloyd’s team to come and talk to CTB.

DM to invite JM to join Stockport SCB’s sub-group.

CML updated on attached presentation.

 

There is a challenge event in February for Stockport Safeguarding board  to scrutinise the Stockport Family implementation phase.

 

Cllr A:– are we linking neighbourhood management in priority areas into this work as well?   CML and Laureen Donnan are meeting to link up and ensure that this work is not being carried out in parallel; so this work is in hand but not completed.

 

·         over 800 colleagues have been trained in the restorative practice approach;

·         work being carried out to bring this training into the academic arena;

·         consistent approach across all services and dissemination of learning; 

 

GM: How are the links with GPs?

 

Stockport Family recognises the importance of working with GPs and its very high on our list.  The new named GP has helped, and there has been significant improvement.  There are only 9 practices that aren’t holding multi-agency meetings and this also seems to be improving. 

GM – there are named GPs at all levels now, and we can work through them to continue improvement. 

 

Transitions:  key milestones in child’s life: attendance issues often start in primary or earlier – want link the HV; SFW who run the 0-5 healthy child programme; to address this earlier on how to avoid the pitfalls when school attendance is problematic. 

JM happy to share with team work from Kingsway, as they are now above national average.   Pool ideas with CAMHS.

 

PB updated CTB with work likely to be carried out on from EPB – to link with Maura Appleby.

 

DM – stated that this is one of the most impressive pieces of multi-agency working he’s seen.  How sustainable is it likely to be?  CML does not believe there are signs that it won’t be sustainable – in having to reduce services faced with serious revenue reductions it seems that we have built a more sustainable service. 

 

However we do not know what further cuts we will have to deal with, but this has taught us how to use our resources more efficiently – both human and financial.

AW updated on GM devolution and the attached implementation approach, and opened the discussion on the way forward for Children’s Services (see attached presentation).

 

Up until recent weeks, Children’s Services had not been included in the GM Health and Social Care devolution plans. However, GMDCS are engaging with DFE to look at plans for Children’s Services going forward.  Focus of work will be broken down into 7 areas.  Work will also be carried out with the Schools Commissioner to collectively improve the impact of schools across GM.

Annual Safeguarding report:

 

Section 12 pge 46: system for safeguarding children in stockport remains under strain yet remains remarkably resilient.  DM would like note that the system has coped impressively with significantly reduced funding.

 

Supporting families pathway that morphed into MAASH – 10 or 12 really superb points that came out of the CQC ‘inspection’ to MAASH.  Partnership ethos remains very strong and continuous improvement carries on.

 

DM would say that overall the arrangements for Safeguarding young people in the borough are sound. 

 

On behalf of the board, AW thanks DM for completing the report and continuing to lead the safeguarding board.

Quarterly overview of progress against the priorities identified in the Children's Trust Strategic Plan.

Minutes:

Reports noted and will return with qtr 3 data at the next meeting.

 

DW asked CTB to note: improved CAMHS support and 16 year old offer; really positive developments.

 

Could the report include Free School Meals data? Agreed.
