The following interest was declared:-
To approve the Scrutiny Review Panel Procedure Rules set out in the report.
A representative of the Democratic Services Manager circulated a report (copies of which had been circulated) explaining the Scrutiny Review Panel procedure rules.
RESOLVED – That the report be noted.
To consider a background information report on ‘Streamlining Family Support Services’.
The report provides an analysis of current arrangements for family support services, a vision for the future, proposed future structures and delivery arrangements and outlines a ‘research review’ of the topics open for discussion.
The Panel is requested to consider the information presented in the report and raise any issues that may form part of the Scrutiny Review.
The Head of Integrated Prevention Services and the Head of Parenting Service submitted a report on behalf of the Service Director (Children & Child Protection) (copies of which had been circulated) providing background information on the redesign of family support services in Stockport. The proposed Early Help and Family Support Service will bring together teams from within the People Directorate, including Parenting, Integrated Prevention Services and Social Care.
The Head of Integrated Prevention Services and the Head of Parenting Service reported that the Family Support Transformation Project was initiated to compile data from all of the family support services across Stockport. Over a period of five weeks, the flow of work into the authority, the different points of entry for families in need and the overall complexity of the system were analysed. The results of this analysis demonstrated that a good working practice existed across the borough but that the referral mechanisms were complex and some duplication of work across the services was evident.

The proposed Early Help and Family Support Service
To consider a report of the Chair of the Review Panel.
The report details a discussion held with the Officer Project Team. The report outlines a preferred process for the Scrutiny Review on Streamlining Family Support Services and also proposes a number of key themes for investigation.
The Panel is requested to discuss the report and to agree the process and scope of the Review.

The Lead Councillor of the Review Panel submitted a report (copies of which had been circulated) outlining the suggested process for the Scrutiny Review and providing suggestions for themed meetings.
The following issues were discussed/comments made:-
RESOLVED – (1) That the report be noted.
(2) That the Scrutiny Review process as outlined in section 2.4 of the report be approved.
(3) That the review scope as outlined in section 3 of the report be approved.
(4) That the Supporting Families Pathway contact centre scheme be added to Key Theme 3 – Complex Families.
(5) That links to outside agencies be noted as an area of discussion for each Key Theme meeting.
(6) That a project plan be produced for the next panel meeting and that appropriate expert witnesses are invited.
