To consider a report of the Monitoring Officer

 

To consider proposals on:-

 

·         Proposed amendments to the Guide to the Constitution

·         Proposed amendments to Part 1 of the Constitution;

·         Proposed amendments to certain sections of Part 3 of the Constitution

 

The Working Party is requested to consider the proposed amendments to the Constitution.

The Monitoring Officer submitted a report (copies of which had been circulated) setting out proposals on:-

 

·         Proposed amendments to the Guide to the Constitution

·         Proposed amendments to Part 1 of the Constitution

·         Proposed amendments to certain sections of Part 3 of the Constitution.

 

RESOLVED – (1) That the proposed amendments to the Constitution set out in paragraph 2 of the report be supported, with the following points of clarification or amendment:-

 

Paragraph 2.10, Article 10 – Contributors Committee/Member Committee

 

The Working Party agreed that there would be no change to the composition of the Contributors Committee, Member Committee and Funding Committee.

 

Paragraph 2.15, Article 15 – Decision Making

 

The Working Party requested that the value of land transactions and leases etc be reviewed regularly and it be clarified that the £500,000 limit related to each individual transaction when decisions are linked.

 

Paragraph 2.17, Article 17 – Review and Revision of the Constitution

 

The Working Party suggested that the operation of the Constitution be reviewed every two or three years.

 

Paragraphs – 3.10A, 3.10B, 3.10C and 3.10D - AGMA Constitution, Transport for Greater Manchester Committee, Greater Manchester Police and Crime Panel, and STAR Joint Committee

 

The Working Party suggested that it be made clear in the Constitution which documents are not Council documents.

 

(2) That a report be submitted to the next meeting of the Working Party on Part 5 – Procedure Rules and Part 6 – Codes and Protocols.

 

(3) That the Working Party consider at its next meeting whether to review PR1 – Council Meeting Procedure Rules including the possibility of timings for the items on the Council Summons; changing the order of the items on the Summons; the timings for Members asking questions of Cabinet Members and making comments; and the procedure for asking questions of the Council’s representatives on the Joint Authorities.
