Proposed amendments to the Constitution To consider a report of the Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance)
Following the last meeting of the Committee on 23 September 2021, the Monitoring Officer was requested to prepare a more detailed report on the areas of the constitution that had been outlined for amendment in the report that was considered at the meeting on 23 September 2021.
That the Working Party review the proposals set out in the report and agree the way forward in relation to proposed amendments to take forward through the governance process.

Additional documents: Minutes: The Strategic Head of Service & Monitoring Officer (Legal and Democratic Governance) submitted a report (copies of which had been circulated) which outlined areas of the Constitution that required a review pursuant to the Monitoring Officer’s obligation to review the Constitution to ensure it remains up to date in so far as possible and to consider further changes suggested by Members of the Working Party.
Members reviewed and discussed the proposals set out in the report and agreed the following way forward in relation to proposed amendments to take forward through the governance process.
RESOLVED – (i) That the options relating to Informal Council, as outlined by the Monitoring Officer, would be included in the report for the next meeting on 9 December 2021 so that the Working Party could discuss and act on the recommendations.
(ii) That the proposals relating to how potential Mayoral Candidates would be selected in future would be included in the report for the next meeting on 9 December 2021. In the meantime, informal discussions relating to this matter would take place within the individual political groups.
(iii) That all the recommendations contained within the report be approved.
