Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 26 July 2012 were approved as a correct record.

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Police Constable Clarke and Police Constable Jarrett (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public on neighbourhood policing matters within the area represented by the Brinnington and Reddish Joint Ward Committee.

 

The following comments were made/ issues raised:-

 

  • Dwelling house burglaries and vehicle crime in Reddish.
  • Sheds and garages being broken into for motor vehicles in Brinnington.
  • Continued efforts to remind members of the public to secure their properties and lock their car doors and windows and leave the glove box open to show that there were no valuables left in the vehicle.
  • Anti-social behaviour with off-road bikes - report all incidents of anti-social behaviour by calling 101.

 

RESOLVED – That PC Clarke and PC Jarrett be thanked for their attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Joint Ward Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres).

To consider any applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

5.

Local businesses in Reddish Vale

This item has been placed on the Agenda at the request of Councillor Moss.

 

 

Minutes:

A representative of the Democratic Services Manager reported that this item was placed on the agenda at the request of Councillor Paul Moss.

 

Councillor Moss reported that he was interested in local businesses in Reddish and their business aims and objectives.  Simon and Jill Dillon, Reddish Vale Farm attended the meeting and gave a presentation on the history, activities and events held at Reddish Vale Farm. 

 

The following comments were made/ issues raised:-

 

  • The number of visitors to Reddish Vale Farm and how far they had travelled to visit it.
  • How the farm advertised their business.  Reddish Vale Farm’s website was www.reddishvalefarm.co.uk 
  • Issues were discussed in respect of the bridleway in Reddish Vale Country Park.
  • Responsible ownership of horses and micro-chipping horses for identification.
  • The health and safety of members of the public in respect of wild horses and the Greater Manchester Police’s procedural duties in respect of the care and maintenance of wild horses.
  • Anti-social attitude and behaviour in respect of horses.
  • The financial cost of the maintenance of a horse, wild horses and horse sanctuaries.
  • The importance of partnership working with the Council and community forums to address the welfare of horses and it was suggested that Reddish Vale Farm hold an event to address this issue in the future.
  • A Councillor expressed concern in respect of the possible savings in the Council’s Public Realm Service, in particular with regards to the Visitors’ Centre in Reddish Vale Country Park and how potentially this may have a detrimental impact on local businesses in Reddish Vale. 

 

RESOLVED – (1) That Simon and Jill Dillon be thanked for their attendance and presentation.

 

(2) That the Service Director (Place Management) be requested to organise a meeting in respect of unauthorised grazing on Council land with the Chief Executive, Chair of the Brinnington and Reddish Joint Ward Committee and the Senior Ranger of Reddish Vale Country Park.

 

(3) That the Democratic Services Manager be requested to include ‘The Management and Running of Reddish Vale Country Park’ on the next meeting of the Joint Ward Committee and that a representative of the Service Director (Place Management) be requested to attend the meeting to discuss this issue.

6.

District Angling Federation

This item has been placed on the Agenda at the request of the Chair.

 

Minutes:

A representative of the Democratic Services Manager reported that this item was placed on the agenda at the request of Councillor Walter Brett.

 

Tony Bielderman and John Murphy, District Angling Federation attended the meeting and reported on the discussions between the District Angling Federation and the Council regarding the Angling Licence for the various waters across the Borough and explained their wishes for a number of amendments to the licence.

 

RESOLVED – That the Democratic Services Manager be requested to put an urgent item on the Heatons and Reddish Area Committee Agenda on Monday, 8 October 2012 regarding the Angling Licence and that the Managing Director of NPS Stockport be invited to the meeting.

The report provides an update on Reddish Vale Road.

 

The Joint Ward Committee is recommended to note the report.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) providing an update on Reddish Vale Road.

 

Members welcomed the highway improvements to Reddish Vale Road and thanked officers for investigating the carriageway.

The report provides an update on the earthworks and vegetation clearance that had occurred on the River Tame banks, Reddish Vale Country Park.

 

The Joint Ward Committee is recommended to note the report.

Minutes:

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) providing an update on the earthworks on the banks of the River Tame.

 

The following comments were made/ issues raised:-

 

·         A Member enquired whether an Enforcement Officer had visited the site and highlighted the importance of preserving the area and engaging with the community.

·         Issues were raised in respect to the different types of bicycles used in Reddish Vale Country Park and the dangers of cyclists wearing earphones whilst cycling.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Democratic Services Manager be requested to contact Planning Services and investigate the planning status of the land on the River Tame banks in Reddish Vale Country Park and report back to the Brinnington and Reddish Joint Ward Committee.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) providing an update on the Frank Bramwell Legacy Project.

 

RESOLVED – That the Service Director (Place Management) be authorised to install an information / educational interpretation board and undertake a full drainage survey for Sunnyside Pond using the reclaimed Frank Bramwell funding.

 

10.

The report details statistics regarding attacks by dogs in the Brinnington and Reddish wards and considers the possibility of a Dog Control Order for Reddish Vale Country Park.
