The Committee is recommended to authorise the Corporate Director for Place Management and Regeneration to approve the application, subject to the completion of a Section 106 Agreement to secure the planning obligations detailed in the report and subject to the conditions contained in the report.

(2) That the application be first referred to the Secretary of State to give him the opportunity to call-in the application for his own determination as required by the Town and Country Planning (Consultation) (England) Direction 2009.
