3.

Exclusion of the Public and the Public Interest Test

To consider whether it is in the public interest to exclude the public during consideration of agenda item 5 ‘Housing and Employment Land Supply; and where the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

RESOLVED – That in order to prevent the disclosure of information which was not for publication that was ‘information relating to the financial or business affairs of any particular person (including the authority)’, as defined in Paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, the public be excluded from the meeting during consideration of agenda items 4 – 8.

 

4.

GMSF Update

To consider a verbal report of the Chief Planning Officer.

 

The report will provide Members with an update on the Greater Manchester Spatial Framework.

 

The Development Plan Working Party is asked to note the report and offer any further comments.

The Chief Planning Officer presented a verbal report which provided Members with an update on the Greater Manchester Spatial Framework.

 

The following comments were made/issues raised:

 

·         Members were advised that the Development Plan process was ongoing and that it was too early to understand the implications of COVID-19 on housing and the economy.

·         Members raised concerns in relation to the impact of the pandemic on Stockport and how development on brownfield sites may be affected.

 

RESOLVED – That the verbal report be noted.

 

 

5.

Housing and Employment Land Supply

To consider a report of the Chief Planning Officer

 

The report sets out the position for housing delivery for the monitoring year 2019/20, identifies the key sites which have delivered units in that overall total and sets out the available land supply with permissions.

 

The Working Party is requested to note the information contained within the report and offer any comments with regards to potential implications for both the GMSF and the Stockport Local Plan.

The Chief Planning Officer submitted a report (copies of which had been circulated) which set out the position for housing delivery for the monitoring year 2019/20.

 

The following comments were made/issues raised:

 

·         Members expressed that they thought this was a good piece of work and suggested a number of areas that they felt would be useful to cover in future reports.

·         A short discussion took place relating to housing density and car parking and how this may potentially be managed in the future.

 

RESOLVED – That the report be noted.

Consultation Options (Including SCI)

To consider a verbal report of the Chief Planning Officer.

 

The Development Plan Working Party is asked to note the report and offer any further comments.

The Chief Planning Officer presented a verbal report which provided Members with an update on the Consultation Options (including SCI).

 

·         A short discussion took place relating to public consultation on the Development plan and how this might be achieved in the light of COVID-19.

·         Members stressed the importance of understanding the advantages and disadvantages of different parts of the plan as well as any potential alternatives.  It was agreed that this would be picked up in any future Member briefings.

7.

Discussion GMSF and Stockport Local Plan, including future DPWP programme

The Development Plan Working Party is asked to note the report and offer any further comments.

The Chief Planning Officer presented a verbal report which provided Members with an opportunity for discussion on the GMSF and Stockport Local Plan, including the future DPWP programme.

 

The following comments were made/issues raised:

 

·         It was agreed that the GMSF update would be a standing item on the agenda for the Development Plan Working Party.

·         Members felt that they would like a refresh on the current position at the next meeting of the Working Party, particularly as new Members had some catching up to do.
