The report updates Members on the required updates to the Statement of Community Involvement.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which advised Members of the Working Party, that Section 18 of the Planning and Compulsory Purchase Act 2004 required Local Planning Authorities to produce a Statement of Community Involvement.  The Statement should explain how the Local Planning Authority will engage local communities and other interested parties in producing their Local Plan and determining planning applications.

 

RESOLVED – That the report be noted.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which advised Members of the Working Party that the Council was required to prepare a Local Development Scheme (LDS) to inform members of the public about the current planning policies for Stockport as well as to set out the programme for the preparation of the Local Development Framework (LDF).

 

The following issues were made/issues raised:-

 

·         Members wished to ensure that all of the data collected would provide a baseline for the Greater Manchester Spatial Framework.

Neighbourhood Planning

To consider a verbal report from a representative of the Corporate Director for Place Management and Regeneration.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration provided the Working Party with a verbal report on the activities that were taking place in the Borough.  Woodford Neighbourhood Forum and a Working Party in Marple were both considering their options in terms of what they wanted to do in their local area.

 

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The purpose of this report is to update Members on progress made on the Community Infrastructure Levy and to report on issues which have arisen and to seek agreement to undertake the next steps in the statutory process.

 

Members are requested to note the report and support the progress on the Community Infrastructure Levy as outlined in the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which updated members of the Working Party on the progress made on the Community Infrastructure Levy and sought agreement to undertake the next steps in the statutory process. 

 

The following comments were made/issues raised:

 

·         Members of the Working Party questioned how the Charging Schedule had been calculated.

·         It was felt that the levy needed to have some degree of flexibility built into it.

·         Members queried how much higher the levy would go and what the potential implications of this could be.

 

RESOLVED – (i) That the report be noted.

(ii) The Local Development Framework Working Party gave its support to progressing the Community Infrastructure Levy according to the approximate timescales below:

 

·         Draft Charging Schedule consultation – 6 weeks Autumn 2015

·         Consolidation evidence and responses – Late 2015

·         Submit Draft Charging Schedule (with accompanying evidence) to the Examiner – Early 2016.

·         Examination followed by adoption Summer-Autumn 2016

The purpose of the report is to inform Members of the Working Party of the need to appoint a consultant to undertake an assessment of the provision of Open Space, Sport and Recreational facilities in the Borough.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which informed members of the Working Party of the need to appoint a consultant to undertake and assessment of the provision of Open Space, Sport and Recreation facilities in the Borough.

 

The following comments were made/issues raised:

 

·         Members acknowledged that the Study would be useful in terms of providing more definitive evidence but expressed that they did have some concerns.

The report provides members with details relating to Stockport’s Strategic Housing Land Availability Assessment.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which advised members of the Strategic Housing Land Availability Assessment (SHLAA) document, which assessed land that could become available for housing development and the level of housing which could be delivered on that land.  It was not a document which allocated land for housing, but it was a useful means for council’s to assess their available land, its potential suitability and capacity and it should form part of the evidence base behind housing land supply.

 

The following comments were made/issues raised:

 

·         Members acknowledged that it was likely that this would result in a significant uplift in housing numbers and therefore housing sites.

·         Members questioned how this would fit in with the survey on green belt due in 2016.

·         Some concern was expressed that those who had planning applications refused previously may feel that they would have a better chance this time round.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which updated members on the latest information in the development of the Greater Manchester Spatial Framework document and set out the next stage.

 

The following comments were made/issues raised:

 

·         Members queried whether the Spatial Framework took into account the possibility that people may want to work in Greater Manchester but live further out.

·         Members acknowledged that officers from Stockport had been involved in the work and a number of officers have provided information to those co-ordinating the key work streams.  This was working well.

·         Members raised the question of what was meant by ‘Environmental Capacity’.
