The minutes (copies of which had been circulated) of the meeting held on 17 April 2013 were approved as a correct record and signed by the Chair.

4.

Stockport Council Plan 2013/15 - Draft Plan pdf icon PDF 57 KB

To consider a report of the Assistant Chief Executive (Policy, Strategy, Partnerships and Transformation)

 

The Council Plan sets the framework of priorities that drive the organisation’s resource allocation. The Medium Term Financial Plan (MTFP), including the Executive’s Budget Proposals for 2013/15 and the Capital Programme, continues to provide the resources to deliver those services and exploit those opportunities necessary to deliver a Greener, Safer and Stronger, Thriving, and Healthy Stockport. The enclosed extract from the draft plan relates to the Children & Young People and Lifelong Learning & Achievement Executive Portfolios that falls within the remit of the Scrutiny Committee.

The Scrutiny Committee is invited to comment on the draft Council Plan.

The Corporate Director for Place submitted a report (copies of which had been circulated) setting out the framework of priorities that drive the Council’s resource allocation. The Medium Term Financial Plan (MTFP), including the Executive’s Budget Proposals for 2013/15 and the Capital Programme, continued to provide the resources to deliver those services and exploit those opportunities necessary to deliver a Greener, Safer and Stronger, Thriving, and Healthy Stockport. Councillors suggested that they would wish to see more emphasis given to the need to bridge the attainment gap between those children in receipt of free school meals and their peers.

Scrutiny Review - The Council's Relationship with Privately Run Children's Homes pdf icon PDF 241 KB

To consider a report of the Vice Chair of the Children and Young People’s Scrutiny Committee.

 

The report outlines the finding and recommendations made by the Scrutiny

Review on the issues concerning the Council’s relationship with Privately

Run Children’s Homes.

 

The Scrutiny Committee is requested to consider and comment on the

report.

Minutes:

Councillor Paul Porgess, Vice Chair of the Children & Young People Scrutiny Committee and the Scrutiny Review Lead Member submitted a report (copies of which had been circulated) outlining the findings and recommendations made by the Scrutiny Review in respect to the Council’s Relationships with Privately Run Children’s Homes.

 

Councillors agreed that in respect to recommendation 4, reference to the detailed breakdown of Pupil Premium Spend by School be removed and that a separate report on this issue be submitted to a future Scrutiny Committee meeting.

 

RESOLVED – (1) That the report be referred to the Executive for consideration.

 

(2) That the thanks of the Scrutiny Committee be extended to those Councillors and Officers who had conducted the review.

Resume of the Children's Trust Board - 19 March 2013 pdf icon PDF 44 KB

To consider a report of the Democratic Services Manager.

 

The report invites the Scrutiny Committee to consider the proceedings of the Children’s Trust Board on 19 March 2013.

 

The Scrutiny Committee is requested to comment on the report.

Minutes:

The Corporate Director for Place submitted a report (copies of which had been circulated) inviting the Scrutiny Committee to comment on the proceedings of the Children’s Trust Board on 19 June 2013.

 

Councillors expressed concern at the numbers of fast food vans and ice cream vans parked outside or in the near vicinity of schools. Councillors requested that their concerns be referred to the Licensing, Environment & Safety Committee for consideration.

 

RESOLVED – That the report be noted and the concerns of the Scrutiny Committee in respect to the numbers of fast food vans and ice cream vans parked outside or in the near vicinity of schools be referred to the Licensing, Environment & Safety Committee for consideration.

The report sets out planned agenda items for the Scrutiny Committee’s next meeting and the Forward Plan items that fall within the remit of the Scrutiny Committee.

 

The Scrutiny Committee is invited to consider the information in the report and put forward any agenda items for future meetings of the committee.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) setting out planned agenda items for the Scrutiny Committees next meeting and Forward Plan items that fell within the remit of the Scrutiny Committee.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place be requested to submit reports to future meetings of the Scrutiny Committee concerning the following issues:-

 

·         Update in respect to safeguarding.

·         Impact of raising the age of participation.

·         Actions taken to address the attainment gap between pupils in receipt of free school meals and their peers.

·         Update on Early years provision.

·         Pupil Premium.

·         Child Poverty.

·         The Council’s relationship with Academies incorporating issues such as (i) exclusion rates (ii) school improvement (iii) the provision of services and (iv) the relationship between Authority Schools and Academies.
