The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the current position on the ward delegated budgets.

 

RESOLVED – (1) That the report be noted.

 

(2) That Members of the Area Committee be advised when the Traffic Regulation Orders in the vicinity of Oak Tree Primary School, Cheadle Hulme were in place.

 

(3) That the Corporate Director for Place Management and Regeneration be requested to reconsider the request for a Residential Parking Scheme on Charlotte Street, Cheadle.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair congratulated the Gatley Carrs Conservation Group on the upkeep and maintenance of Gatley Carrs, and the award of a Green Flag Award for the fourth consecutive time.

5.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

5.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         The number of overflowing litterbins in Cheadle Hulme and Heald Green, and problems with litter outside the takeaway shops on Wilmslow Road, Cheadle were highlighted.

·         A Member requested clarification on the significance of the markings on roads when work was to be undertaken by the Council or utility companies.

·         A resident expressed concern that it was unclear on the new path on Manchester Road, Cheadle which side of the path was devoted to cyclists and which to pedestrians.

·         A resident expressed concern at the fly tipping at the car park on Frances Street, Cheadle.

·         In response to a question from a member of the public, Members advised that there were currently no plans for the site of the former Orrishmere Primary School in Cheadle Hulme.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

5.(iv)

Petitions

Ladybrook/Mickerbrook Footpath

 

To report the receipt of a petition from 12 residents of the Ladybridge Estates (Twining Brook Road, Edenbridge Road and Calderbrook Drive) requesting the Council’ to fill in the puddles on the Ladybrook/Mickerbrook footpath, as the path is currently impassable’.

A representative of the Democratic Services Manager submitted a petition from twelve residents of the Ladybridge Estates (Twining Brook Road, Edenbridge Road and Calderbrook Drive) requesting the Council to ‘fill in the puddles on the Ladybrook/Mickerbrook footpath, as the path is currently impassable’.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

5.(v)

Open Forum - Medium Term Financial Plan Update pdf icon PDF 115 KB

The Area Committee and members of the public are asked to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive can best utilise the Committee to engage with local residents in their area.

 

 The Plan is a medium term plan (up to 2020/21) and forecast of the Council’s expected financial position and looks at both the income the Council is forecast to receive and the spending pressures it is facing.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Executive (copies of which had been circulated) outlining the key considerations arising from the Council’s Medium Term Financial Plan (MTFP) up to 2020/21, and seeking the views of the Area Committee and the public on the principles agreed by the Executive that would inform how it engaged on setting future budgets.

 

The following comments were made/issues raised:-

 

·         Concern was expressed that no firm budget proposals for budget savings were yet in the public domain at this time in the financial year. It was at that juncture that local residents could more usefully have their say.

·         The continuing focus on jobs and businesses in the Medium Term Financial Plan was supported.

·         Support was expressed for the development of community and joined-up local services. Joined-up services should lead to better health and social care services in the borough.

·         Concern was expressed about the effect on the third sector as the Council was faced with making even more savings.

·         Support was expressed for providing targeted support to the concentrations of deprivation in the borough.

 

 RESOLVED – That the report be noted.

5.(vi)

Open Forum: Anti-Social Behaviour - Councillor Lane/Adshall Road and Lavingon Avenue Guide Hut, Cheadle

A Community Safety Officer and a representative of Greater Manchester Police will attend the meeting in connection with anti-social behaviour at Councillor Lane/Adshall Road and Lavington Avenue Guide Hut, Cheadle.

Minutes:

Jonathan Headlam from the Community Safety section and PC Phil Gibbs and PCSO Jane Demidoff from Greater Manchester Police attended the meeting in connection with recent anti-social behaviour by young people outside the shops at the junction of Councillor Lane/Adshall Road, Cheadle, the Lavington Avenue Guide Headquarters in Cheadle and in Diamond Jubilee Park, Cheadle.

 

The Area Committee was advised of the joined up working which had occurred in the area, involving Mossbank Homes, Stockport Homes , the Youth Offending Team, social services, the families of the young people involved and work being undertaken with local schools. Residents were encouraged to continue to report incidents and action was being taken against three individuals. The cases against most of the perpetrators had not proceeded to prosecution. Two dispersal orders had been issued, one in July and one in September.

 

The following comments were made/issues raised:-

 

·         The police were in contact with the schools where the young people attended, but there was no pattern as to which schools they attended or how regularly they attended school. The work of the Community Safety section with the schools, through the Youth Offending Team, was of vital importance

·         Members commended the volume of work undertaken by the police.

·         The aim of the police was to identify the ringleaders and to divert staff resources to the hotspots. If the names of the individuals could be identified, letters would be sent to their parents.

·         There were extensive powers available to the police under public order legislation.

·         The Cheadle SK8 website could be used to highlight the issues to the local community.

 

RESOLVED – (1) That Jonathan Headlam, PC Phil Gibbs and PCSO Jane Demidoff be thanked for their attendance.

 

(2) That Inspector Neil Cook be thanked for the action he has taken in response to the anti-social behaviour in the Cheadle area.

To consider an application for Ward Flexibility Funding from Cheadle Village Partnership towards the provision and promotion of events on the day of the Cheadle Victorian Christmas Market on 3 December 2016.

A representative of Cheadle Village Partnership attended the Area Committee to answer questions from Members in relation to an application from Cheadle Village Partnership towards the provision and promotion of events on the day of the Cheadle Victorian Christmas Market on 3 December 2016.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1,000 towards the provision and promotion of events on the day of the Cheadle Victorian Christmas Market on 3 December 2016, to be funded from the Ward Flexibility Funding allocations as follows:-

A representative of Cheadle and Gatley Junior Football Club attended the Area Committee to answer questions from Members in relation to an application from Cheadle and Gatley Junior Football Club towards the cost of a new storage container.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £750 towards the cost of a new storage container, to be funded from the Ward Flexibility Funding allocations as follows:-

Application for Ward Flexibility Funding - Lavington Avenue Guide Headquarters pdf icon PDF 586 KB

To consider an application for Ward Flexibility Funding from Lavington Avenue Guide Headquarters for the replacement of plants and planters damaged in recent criminal damage.

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to prevent undue delay in the consideration of the matter).

 

Consideration was given to an application for Ward Flexibility Funding from Lavington Avenue Guide Headquarters, Cheadle towards the replacement of plants and planters damaged in recent criminal damage (See Minute 5(vi) from this meeting).

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £50 from the Cheadle Hulme North Ward allocation towards the replacement of plants and planters at Lavington Avenue Guide Headquarters, Cheadle.

The report sets out a nomination to list the Newboult Road allotment site, Cheadle as an Asset of Community Value under the provisions of the Localism Act 2011.

 

The Area Committee is requested to make a formal decision as to  whether under the terms of the Community Right to Bid, the Newboult Road allotment site is an asset of community value or not, and the rationale for reaching that decision.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) setting out a nomination from the Newboult Road Allotment Association to list the Newboult Road allotment site, Cheadle as an Asset of Community Value under the provisions of the Localism Act 2012.

 

The Area Committee was advised that the Community Right to Bid was one of the community rights derived from the Localism Act 2012. The Right provided for voluntary and community organisations with a local connection to nominate an asset (land and buildings) for inclusion on a list of community assets. Should a listed asset come up for sale, voluntary and community organisations would have a chance to delay a sale by up to six months in order to prepare a bid to buy the asset.

 

The Area Committee considered the information provided in Section 3 of the report and it was then :-

 

RESOLVED -  That the Newboult Road Allotment Site (‘the Asset’) be listed as an Asset of Community Value as the Asset’s main use (i.e. not ancillary) has recently been or is presently being used to further the social wellbeing or social interests of the local community and could reasonably do so in the future i.e. within the next five years.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out a set of proposals, principally the provision of directional road signage, aimed at publicising Abney Hall Park as a venue of recreational and historical value and increasing awareness and visitor numbers to the park.

 

The Area Committee is requested to approve the proposals in the report, subject to funding being secured.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out a set of proposals, principally the provision of directional road signage, aimed at publicising Abney Hall Park as a venue of recreational and historical value and increasing awareness and visitor numbers to the park.

 

Members welcomed the report, but felt that with a limited budget and the fact that Gatley Carrs Conservation Group had paid for their own directional signs to Gatley Carrs, monies should be spent on marketing the park and themed ideas to attract people, such as a heritage trail and the links of the hall to notable figures such as Agatha Christie. It was suggested that a meeting be held to which representatives the Cheadle Civic Society, Friends of Abney Hall Park and the Abney Centre would be invited to consider ideas for the marketing of Abney Hall Park.

 

RESOLVED - That a meeting be held to which representatives of the Cheadle Civic Society, Friends of Abney Hall Park and the Abney Centre would be invited to consider ideas for the marketing of Abney Hall Park.

The reports sets out the applications received for funding from the Brookfield Park Shiers Family Trust in accordance with the Area Committee’s previous decision to reserve £25,000 from the Trust towards addressing the effect of loneliness amongst elderly residents and the consequential effect on their health.

As the Area Committee acts as Trustee for the Brookfield Park Shiers Family Trust, Members are reminded of the need to consider whether the recommendations in this report further the charitable objects of the Trust and to give no weight to the interests of the Council if the Council’s interests do not align with those of the Trust.

The reports sets out the results of an investigation into the problems caused by staff working at the Southgate Office Centre parking on Wilmslow Road and preventing buses from drawing into the kerb to allow passengers to board and alight onto the footpath.

 

The report seeks approval to the introduction of a ‘No Stopping Except for Buses’ Clearway Order on an existing bus stop situated on the east side of Wilmslow Road, south of the Southgate Business Park.

Communities and Local Government Inquiry (Public Parks) pdf icon PDF 127 KB

On 11 July 2016, the Communities and Local Government Committee launched an inquiry into public parks to examine the impact of reduced local authority budgets on these open spaces and consider concerns that their existence is under threat.  The Committee will look at how parks should be supported now and in the future.

 

As part of the Inquiry, the Committee has invited submissions of written evidence which need to be received by 30 September 2016.

 

This is the response submitted on behalf of the Council by the Leader of the Council (Councillor Alex Ganotis) and the Executive Councillor (Communities and Housing) (Councillor Sheila Bailey).

 

The report is for information only as the deadline for submission means that it cannot now be amended.  However, any comments that Area Committees wish to make can be fed into the Council's own Open Spaces Review which is currently ongoing.

 

The Area Committee is recommended to comment on and note the response.

·         The role of Friends of Parks Groups should be encouraged because of their access to funding streams not available to the Council.
