Progress on Area Committee Decisions pdf icon PDF 93 KB

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

 

The Area Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the current position on the ward delegated budgets.

 

Councillor Paul Porgess reported that at the last meeting of the Area Committee he had requested that the Corporate Director for Place Management and Regeneration expedite the installation of bollards adjacent to 228 Stockport Road, Cheadle (Minute 15 of the meeting held on 7 June 2016 refers).This was because motorists were parking on the double yellow lines, sometimes on the pavement, causing an obstruction. This was a hindrance to the safety of pedestrians on the narrow footway and difficulties had been caused with the collection of waste bins, emergency vehicles accessing properties and buses getting past.

 

Councillor Porgess reported that the request for the installation of bollards had been declined by Officers from the Place Directorate, but he requested that the issue concerning the obstructions caused by parked vehicles and pedestrian safety be re-examined.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to re-examine the issue concerning obstructions caused by parked vehicles and pedestrian safety adjacent to 228 Stockport Road, Cheadle.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to submit questions on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

5.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         A proliferation of potholes on Demmings Road, Cheadle were highlighted.

·         A Member drew attention to problems of litter on Buckingham Road, Cheadle Hulme.

·         The investigation of abandoned vehicles on Grange Park Road, Cheadle was highlighted.

·         A resident of Vaudrey Drive, Cheadle Hulme had requested planting flowers to cover a bare patch where there used to be trees and the Public Realm Inspector outlined the procedure for applying to do this under the Council’s right to cultivate scheme.

 

RESOLVED – That David Wilson be thanked for his attendance.

To consider an application from Gatley Village Partnership towards the cost of a ‘Gatley Sports Day’ on 22 April 2017.

Minutes:

A representative of Gatley Village Partnership attended the Area Committee to answer questions from Members in relation to an application from Gatley Village Partnership towards the cost of Gatley Sports Day on 22 April 2017.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £280 towards the cost of a Gatley Sports Day, to be funded from the Ward Flexibility Funding budget (Cheadle and Gatley Ward allocation).

8.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

This report details a proposal to hold the Annual Review of Outcomes on Friday, 7 October 2016.

 

The Committee is recommended to give approval to the date for the Annual Review and request that each Area Committee nominate a recently completed development site to be included on the list of sites to be inspected on the Annual Review Tour.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) outlining proposals for the holding of the Review of Outcomes Tour on Friday 7 October 2016 and requesting the Area Committee to nominate a recently completed development site to be included on the list of sites to be visited.

 

 RESOLVED – That the Corporate Director for Place Management & Regeneration be informed that this Area Committee would wish for the new Oak Tree Primary School, Cheadle Hulme to be included on the Review of Outcomes Tour and that Councillor June Somekh be nominated to attend

9.

York Close, Cheadle - Installation of Bollards pdf icon PDF 88 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report advises that Traffic Services have received a number of complaints that vehicles still park at the junction of York Close and the Councillor Lane Service Road, Cheadle even though there are parking restrictions  for ‘No Waiting At Any Time’ in place.

 

The Area Committee is requested to consider and comment on the proposals and recommend that the Executive Councillor (Communities and Housing) approves the installation of eight bollards on York Close, Cheadle at the junction with Councillor Lane.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) in response to a number of complaints that Traffic Services had received regarding vehicles parking at the junction of York Close and the Councillor Lane Service Road, Cheadle even though there were parking restrictions for ‘No Waiting At Any Time’ in place. The report proposed erecting bollards on both footways at the junction of York Close and Councillor Lane, Cheadle.

 

RESOLVED – That the Executive Councillor (Communities and Housing) be requested to approve the installation of eight bollards on York Close, Cheadle, at the junction with Councillor Lane, at an approximate cost of £2,000 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward allocation).
